Two bidders eye Bangkok’s MRTA Purple Line

Sino-Thai Engineering & Construction (STEC) will compete against Nawarat Patanakarn (NWR) in bidding for the 78-billion-baht MRT Purple Line.

STEC president Pakpoom Srichamni said the company will purchase bidding envelopes for the Tao Pun-Rat Burana section of the Purple Line. It is also planning to bid for the 140-billion-baht Bang Khun Non-Min Buri section of the Orange Line.

Meanwhile, NWR’s senior vice president Pasan Swasdiburi said his company will bid for several projects including the Purple Line and expects to win 9 to 10 per cent of its total bidding value.

The Mass Rapid Transit Authority (MRTA) said the draft invitation to tender bids for the Purple Line had been completed on October 4. The bidding process is expected to kick off within this year and wrap up in the first quarter of 2022.

MRTA said it did not launch the bidding on August 27 as scheduled due to a lack of public participation.

The MRTA has separated the tender into six contracts, namely:

    • Underground civil work Tao Pun-National Library section
    • Underground civil work National Library-Phan Fa section
    • Underground civil work Phan Fa-Memorial Bridge section
    • Underground civil work Memorial Bridge-Dao Khanong section
    • Elevated civil works Dao Khanong-Khru Nai section, stabling yard, and park and ride facilities
    • Trackwork Tao Pun-Khru Nai section

Prayut expects BTS-BMA Green Line battle to be resolved soon

The Cabinet on Tuesday discussed the ongoing legal wrangle between the BTS Skytrain operator and Bangkok Metropolitan Administration (BMA) over the Green Line extension.

Government spokesman Thanakorn Wangboonkongchana said Prime Minister Prayut Chan-o-cha expects the problem to be cleared soon once certain issues are untangled.

BTS operator Bangkok Mass Transit System (BTSC) recently filed two lawsuits against BMA demanding the 12 billion baht it is owed for operating the Green Line extension and 20 billion baht for its purchase of the train operating system.: https://www.nationthailand.com/blogs/in-focus/40007428

Northeast train services halted, track flooded

Twelve northeastern train services have been suspended after the tracks between Bamnet Narong and Chatturat stations in Chaiyaphum and Kud Chik and Khok Kruad stations in Nakhon Ratchasima were flooded.

State Railway of Thailand governor Nirut Maneephan said the suspensions were effective from Oct 18 until further notice.

The suspended round-trip trains on the northeastern line are:

        -Rapid trains Nos 135/136 (Bangkok-Ubon Ratchathani-Bangkok);

        -Rapid trains Nos 139/140 (Bangkok-Ubon Ratchathani-Bangkok);

        -Express trains Nos 71/72 (Bangkok-Ubon Ratchathani-Bangkok);

        -Rapid trains Nos 75/76 (Bangkok-Nong Khai-Bangkok);

-Special expressway trains Nos 23/24 (Bangkok-Ubon Ratchathani-Bangkok); and

-Local trains Nos 433/434 (Kaeng Khoi junction-Bua Yai junction-Kaeng Khoi junction).

Flood water pours over the tracks on the northeastern line. (Photo:@pr.railway Facebook page)

Railway officials reported the line between kilometre markers 296/7 and 297/1 (Bamnet Narong and Chatturat stations) was moderately damaged, with floodwater on tracks still rising and expected to spread, SRT public relations posted on its Facebook page on Monday.

The rail track between kilometre markers 244/1 and 245/1(Kud Chik and Khok Kruad stations ) was badly damaged, the gravel base swept away by the strong current and the floodwater still rising.

The SRT placed the Public Works Office on full alert with orders to monitor the flooding around the clock.

Passengers who have booked in advance can contact any railway station for a refund, or contact SRT’s customer services centre via Hotline 1690, the SRT said.

On Monday, Veerachai Sarnram, the stationmaster at Kud Chik in Sung Noen district of Nakhon Ratchasima, said about 800 metres of the track between Kud Chik and Khok Kruad station in Muang district was cut by strongly flowing floodwater around 7.20am on Monday.

Trains could not pass this section and he had advised the SRT to suspend services on the northeastern line, he said.

Six air-conditioned buses were provided for passengers travelling from Ubon Ratchathani and Nong Khai to continue to Bangkok on Monday after the trains were stopped at Kud Chik station, he said.: https://www.bangkokpost.com/thailand...-track-flooded

Agriculture Ministry eyes connecting with China’s railway to expand trade routes

Ministry of Agriculture and Cooperatives is planning to connect the Northern railway with China’s Yuxi–Mohan railway to expand trade routes to China, Asia and Europe.

“We are working to connect the northern train route at Chiangkhong Customs Checkpoint in Chiang Rai province with the Yuxi–Mohan railway, also known as the Yumo railway,” Alongkorn Polabutr, adviser to the agriculture minister on Thursday. “The project will open up new trade routes in several regions including all provinces of China, East and Central Asia, the Middle East, Russia and Europe.”

The Yumo railway is a railway under construction in Yunnan Province of southwest China. The line is slated to run 503.9 km. from Yuxi in central Yunnan to Mohan, a town in Mengla County on the border with Laos in the Xishuangbanna Dai Autonomous Prefecture of southern Yunnan. Once connected to the railway to be built in Laos, the Yumo railway would become part of the Kunming-Singapore railway and carry traffic across the Greater Mekong Subregion.

The ministry also planned to use the Khorgos Gateway Dryport in Kazakhstan as a distribution hub for agricultural and food products from Thailand, as well as implementing low-cost air cargo system at international airports in Northern provinces to distribute Thai products to global markets.

“The railway connection project, along with the Northern Thailand Food Valley programme, are part of the initiative to promote agriculture, industry and export in the Northern region given by Minister of Agriculture and Cooperatives Chalermchai Sri-on,” added Alongkorn.: https://www.nationthailand.com/business/40007836

Court sets 3 dates in Dec to hear case on MRT Orange Line extension

The Central Criminal Court for Corruption and Misconduct Cases has earmarked three dates to hear the case filed against the Mass Rapid Transit Authority of Thailand (MRTA) over bidding on the MRT Orange Line extension.

The Bangkok Mass Transit System (BTSC) is suing MRTA and the selection committee from Article 36 of the 2019 Public-Private Partnership Act for changing the bidding criteria for the Bang Khun Non-Min Buri (Suwinthawong) Orange Line extension. The bidding was launched in August 2020.

BTSC’s executive director Surapong Laoha-Unya said on Monday that the court has checked the documents submitted by both sides and will hear the case on December 14, 20 and 24.

After that, he said, the court will listen to witness testimonies before deciding whether the case should be taken to trial.

Surapong explained that BTSC had filed the case for the sake of transparency and fair competition. He added that the case should become clearer before the first hearing on December 14 and BTSC will look into whether it should bid for the project.

Meanwhile, the court rejected the MRTA’s request for a gag order on the case, saying facts can be presented to the media provided both parties are cautious.: https://www.nationthailand.com/in-focus/40008006

CP-led group to take over airport link

A consortium led by Charoen Pokphand Group will take over the operations of Airport Rail Link (ARL) services on Monday, according to the Department of Rail Transport (DRT).

DRT's deputy director-general Pichet Khunathamrak recently held a meeting with Asia Era One (AERA1) to discuss the hand-over to ensure a smooth transition.

AERA1, formerly known as Eastern High-Speed Rail Linking Three Airports Co Ltd, is CP-led consortium that won the bid to build a high-speed rail linking three airports of Don Mueang, Suvarnabhumi and U-Tapao airports with a plan to take over the ARL's operations this year.

ARL services are currently operated by SRT Electric Train Co, under the State of Railway of Thailand. The consortium is expected to pay about 10 billion baht for the take-over.

Train operations, safety and customer services are among issues discussed at the meeting ahead of the take-over.

ARL passengers have about six months from Oct 25 to April 30 next year to replace their rail cards without being charged.

Meanwhile, the SRT's board has greenlighted the signing of a memo of understanding (MoU) between SRT Electric Train Co and AERA1 to allow the consortium to delay transfer payments for three months with the handover scheduled to proceed as planned, according to a source at the SRT.

While the consortium can take over the train operations, ownership rights remain with the SRT until the payment is made.

Under the contract, AERA1 will pay a lump sum of 10.6 billion baht on Oct 24 to complete the operation transfer.

"The firm has asked to make the payment in instalments while taking over the operations as scheduled. So unless the payment is made, ARL is still owned by the SRT.

"The company can move their staff in because the SRT will shift theirs to the SRT's Red Line. The train services won't be affected," said the source.

The consortium is also seeking to break up the payment into 10 instalments over a period of 10 years.: https://www.bangkokpost.com/business...r-airport-link

BTS, BRT, Gold Line trains on track for normal services from Nov 1

BTS, BRT and Gold Line train services will resume normally from November 1, said Bangkok Mass Transit System director Surapong Laoha-Unya, adding that the resumption of normal services is in line with the government’s move to reopen the kingdom to foreign visitors from 46 "low-risk" countries.

He explained that the BTS, BRT and Gold Line will go back to normal operating hours from 6am to midnight, except for BTS Green Line stations in Samut Prakan and Pathum Thani, which will close at 11pm as these two provinces are not included in the government’s 17 tourism pilot areas.

He added that “park and ride” stations will also go back to normal opening times of 5am to 1am.

“The company is ready to provide transport services as our employees have been fully vaccinated and will take regular Covid-19 tests before performing their duties,” Surapong assured public commuters.

“In addition, the company will deploy 98 trains and undertake cleaning operations periodically in a bid to gain passenger confidence,” he added.

Train from Map Ta Phut to Laos goes on test run

The State Railway of Thailand (SRT) and related operators on Monday tested the new dual-track rail service from Rayong’s Map Ta Phut station to Tha Na Laeng station in Laos.

The service will be officially launched on December 2.

Panya Paputsaro, managing director of Kaocharoen Train Transport, said this train will halve the two to three days it takes to get to Laos by road and significantly reduce the time it takes to get there by sea.

“Trains also help reduce emissions, cut down on road accidents as well as contain the spread of Covid-19,” he said.

He said the next step will be to offer special tourism packages from Rayong to Laos and China.

“This will not only boost Rayong’s economy but will also help Thailand become an economic hub in Southeast Asia,” he said.

Chaiyut Maneerat, assistant general manager of Indorama, said the company launched the railway project jointly with Kaocharoen Train Transport in 2016. Like Panya, he too agrees that trains will help cut down costs, greenhouse gas emissions and road accidents.: https://www.nationthailand.com/business/40008885

Suthep Panpeng, managing director of the company, said on Thursday that the free trial run of the link had started on Aug 2 and would be replaced with commercial service on Nov 29.

The operating hours will then be extended from 5.30am-10pm to 5.30am-midnight.

Additionally, trains will arrive at each station more frequently -- every 12 minutes during rush hours and 20 minutes outside rush hours on the Bang Sue-Rangsit section, and every 20 minutes on the Bang Sue-Taling Chan section.

Its fares were set between 12 baht and 42 baht.: https://www.bangkokpost.com/thailand...es-from-nov-29

Plan for trains to chug past Hualamphong from Tuesday angers Bangkok commuters

Commuters say this would more than double the time they spend travelling because the new station is very far.

The State Railway of Thailand (SRT) recently confirmed that all trains, especially long-distance ones, will only stop at Bang Sue Grand Station as of November 23. It said this was in line with the ministry’s plan to turn Bang Sue station into Thailand’s transportation hub.

Transport Minister Saksayam Chidchob, meanwhile, said on Friday that he has instructed relevant agencies to look into turning Hualamphong Station into a commercial area as soon as possible so Bang Sue can be officially used as Bangkok’s main transport hub. He has also instructed SRT Asset Co to invite developers to offer design ideas and to find out if a public-private partnership for the project is a good idea.

Separately, the Red Line monitoring committee will be meeting via Zoom to discuss route adjustments and turning Hualamphong into a commercial area.: https://www.nationthailand.com/blogs/in-focus/40009086

Historic Hua Lamphong station to take on new life under SRT development plans

The sound of a station bell faded while a train was about to leave its platform at Bangkok's Hua Lamphong station. Soon the bell will not be used while the century-old train station will become history when it is closed down next month.

"I don't want Hua Lamphong to close. The train is the fastest way for me to commute from my home in the northern part of Bangkok to the inner city for work," said Wathinee Manirat.

It took her about 15 minutes for a one-way ride from Bang Sue station to Hua Lamphong. The fare was only two baht. During the economic downturn amid the Covid-19 pandemic, every baht counts and the train is her preferred option.

Ms Wathinee rode the train to Hua Lamphong for years and so did other passengers from other parts of Thailand.

"I often ride the train to Bangkok as the fare is cheap and it helps me save money," said Pakkaporn, 40, a farmer.

Hua Lamphong terminal has served commuters and travellers from all walks of life for 105 years. Built in 1910 during the reign of King Rama V, the station was designed in the neoclassical style by an Italian architect Mario Tamagno, who designed several historic buildings in the capital such as Bang Khun Phrom Palace, Phitsanulok Mansion and the Neilson Hays Library.

When the station opened on June 25, 1916 in the reign of King Rama VI, it was regarded as an icon of modernisation. At present, the State Railway of Thailand (SRT) offers 118 daily train rides to and from Hua Lamphong and serves tens of thousands of passengers a day.

Less than a month from now, the service could be a memory. The plan is to close the terminal on Dec 23 before all train services move to the newly built Bang Sue Grand station about 9km north of Hua Lamphong station.

"This is not a sudden decision," said Transport Minister Saksayam Chidchob.

It has been in the works since the government approved construction of Bang Sue Grand station in 2013 to be the capital's main train port.

The minister also reasoned that he wanted to make the most use of the 34-billion-baht Bang Sue Grand station when it opens on Dec 24. "I also want to solve congestion caused by traffic which is forced to close when a train passes," he said.

The ministry also plans to reduce daily train rides to 22 and even reschedule the timetable to avoid rush hours.

He ordered the Bangkok Mass Transit Authority to introduce a new public bus route connecting Bang Sue to Hua Lamphong stations, as a substitute for the missing link on the Red Line electric commuter train service that is planned to connect the two stations but has yet to be built.

Above all, the minister wants to help tackle the SRT's losses. "I want to see a real improvement in rail services so the SRT can turn its huge losses to profits," he said.

The SRT founded SRT Assets in April 2020 to manage all of its assets. "We expect to earn income from land owned by the SRT including the land where Krung Thon station is located, Royal City Avenue and the land where Hua Lamphong is located," said Mr Saksayam.

SRT Asset's business plan says that within 30 years it hopes to turn the unprofitable state-run SRT into a high-profit business.

"SRT has operated the train service for more than a century and it was in debt for 600 billion baht. Our goal is to make the business profitable within 30 years with earnings of 800 billion baht. I will not be there to see this but I believe we have a good plan to make it happen," the minister said.

Bangkok’s suburban Red Line in full service, attracts over 10,000 commuters on first day

The State Railway of Thailand’s Red Line went commercial on Monday after providing free runs for four months.

The fares range from 12 to 42 baht, and the first day saw a total of 11,401 commuters, with most of them ending or starting their journey at Bang Sue Grand Station.

At Bang Sue, the line branches into two – Bang Sue-Rangsit to the north and Bang Sue-Taling Chan to the west.

The services have been extended to midnight every day.

Trains on the Bang Sue-Rangsit line run every 12 minutes during rush hour – 7am to 9.30am and 5pm to 7.30pm – and 20 minutes outside of rush hour. Cabinet allocates over THB5 billion to bolster Bangkok transit system and state railway

The Cabinet on Tuesday agreed to provide subsidies of 2.28 billion baht to the Bangkok Mass Transit Organisation (BMTA) and 3.38 billion baht to the State Railway of Thailand (SRT).

These funds are being allocated to compensate for losses incurred by BMTA and SRT as well as to boost their liquidity.

The Cabinet has also instructed the two organisations to seek ways of reducing their reliance on subsidies, boosting revenue and reducing costs.

BMTA said it will expedite the preparation of a business rehabilitation plan that is in line with plans to reform the public bus system in Greater Bangkok. The SRT, meanwhile, has been instructed to come up with a business recovery plan, especially to earn additional income from the transfer of assets.: https://www.nationthailand.com/blogs/in-focus/40009454

Bangkokians flocked to Hua Lamphong Station on Sunday to take photographs of the historic Pacific steam locomotives No 824 and 850 as they pick up passengers for a special trip to Ayutthaya.

The State Railway of Thailand brought out the steam trains dating back to the World War II-era to mark the 94th birthday of His Majesty King Bhumibol Adulyadej the Great.

This may be the last steam train to pull out of Hua Lamphong if the Transport Ministry does not lift its order of closure.: https://www.nationthailand.com/in-focus/40009652
