    About 40 police officers guarding the main road to the potential oilfield in Kranuan District of the northeastern province of Khon Kaen on Friday.

    The villagers of Kranuan District have long been opposing the plan to explore the oilfield because the plan and the Environmental Impact Assessment (EIA) were conducted without the involvement of the locals, who are to be directly affected by the operations.

    In January, the villagers collected names and submitted petition to Khon Kaen Administrative Court in an attempt to stop the drilling operation. Although the court has not reached verdict yet, the National Human Rights Commission (NHRC) recently issued a statement to halt the project in the meantime.


    Police and plain-clothed military officers came to talk to the village leaders and environmental conservation group on Friday night.

                  Demand that firms cease drilling system they claim threatens villagers' health

                  AROUND 20 members of the "Stop Fracking Thailand Network" rallied outside the US Embassy in Bangkok yesterday to protest against chemical fracking in this country.

                  Two network representatives, Rangsit University professor Dr Smith Tungkasmit and Pipat Samanchuen, were allowed to enter the premises to hand a letter to Eric Frater, first secretary of the economic section of the embassy.

                  The letter demanded that US authorities encourage an investigation into companies Apico (Khorat), Apico LLC, Hess Corporation, Chevron and CEC and stop them using the chemical hydraulic fracturing system.

                  The group also asked the embassy to pass the request on to the US Congress.

                  Chemical fracking is a petroleum drilling process that pumps a solution of water, sand and chemicals at high pressure underground to crack the rock layers and allow natural gas to flow out.

                  The network claimed this process would leave a huge amount of chemicals under the surface, which could contaminate the groundwater and weaken the bedrock - possibly causing an earthquake and releasing flammable methane gas into groundwater and the atmosphere.

                  "We are demanding that the US companies and also other companies that have concessions to drill for petroleum stop using the chemical fracking process.

                  "This is because we are concerned about the impact to health of the |people in local communities," Smith said.

                  "Our observation of the Namoon site in Khon Kaen province found that a company used the toxic chemical zinc oxide, which is not shown in the environmental impact assessment report.

                  Packages of this chemical, which should be disposed of by a hazardous-waste-management company, were instead donated to a nearby school," he said.

                  After handing in the letter, Smith said the embassy promised to investigate this matter and would discuss it with the US companies within seven days. He also stated that the embassy claimed it would take definite action against the companies if they were found guilty of lawbreaking.

                  Outside the embassy, members of the Stop Fracking Thailand Network displayed banners as police guarded the area.

                  There were some arguments between protesters and police but the campaign ended peacefully.

                  Apico has denied it used the fracking process at the Namoon site in Khon Kaen, and also that it had used zinc oxide in its operations there.

                  Pisutth Nilasinthop, public and community relations director of Apico (Khorat), said in an e-mail to The Nation late yesterday: "The government's Department of Mineral Fuels confirmed no fracking at the DM-5 site [in Khon Kaen], and we also confirmed no zinc oxide on drilling operations at this site."

                  On the issue of packages of zinc oxide found at a nearby school, the company explained that Waste Management Siam (WMS), a contractor to Apico, had used an improper bag to donate plastic bottles to the school and a recycler, but the company insisted it did not use zinc oxide in its operation.

                  The company gave assurance that the use of improper bags had been prohibited and measures were put in place so it could not happen in the future.

                          Police forbid Isan villagers from showing documentary on controversial oil concessions

                          The police in Isan, Thailand northeast, prevented local conservation group to show a documentary film on controversial petroleum concessions in the region, saying it might breach the Copyright Act.

                          According to Thai Lawyer for Human Rights (TLHR), 8-9 police officers from Nong Kung Sri Police Station in Nong Kung Sri District of the northeastern province of Kalasin on 23 August 2015 came to Khok Krue Subdistrict and ordered a local environmental conservation group to stop a screening of the documentary film titled .

                          The documentary produced by Thai Public Broadcasting Service (Thai PBS) is about controversial oil and gas fields in Kalasin and the adjacent province of Khon Kaen, where the Thai authorities have given concession to Apico (Korat) Limited, a US-based oil and gas exploration company, to explore the area.

                          The officers pointed out that showing such documentary in public could be illegal under the Copyright Act and that the contents of the documentary might be false before asking the Nong Yai environmental conservation group to abruptly cancel the event.

                          There were about 20 villagers at the film screening which the group organised to educate the locals about the controversies of petroleum concessions, TLHR reported.

                          After the screening was aborted on 24 August 2015, the conservation group went to the police station to submit a letter, asking the police to allow the documentary screening to take place. However, the police said that the group need to obtain permission from Thai PBS first before showing the film.

                          According to the environmental conservation group, there should not be any legal complication from showing the documentary since it was produced by the Thai PBS for public interests and that it could be downloaded from Youtube.

                          In brief, Article 32 of the Copyright Act states that if intellectual properties of certain beneficiaries are being used in the manner that does not affect the rights and interests of the producers, the users shall not be held liable under the Copyright Act.

                          In February 2015, oil and gas explorations in Kalasin and Khon Kaen Province hit many national headlines after about 40 armed police and military officers assisted Apico (Korat) Limited, to move gas-drilling equipment into a potential oil field called Dongmoon in Kranuan District of Khon Kaen located at the border of Kalasin Province.

                          Kranuan District villagers have long opposed the plan to explore the oilfield because the plan and the Environmental Impact Assessment (EIA) were conducted without the involvement of local people who are to be directly affected by the operations.

                          In January 2015, the villagers collected names and submitted a petition to Khon Kaen Administrative Court in an attempt to stop the drilling operation. Although the court has not yet reached a verdict, the National Human Rights Commission (NHRC) recently issued a statement to halt the project temporarily.

                          However, the police and military officers from Khon Kaen Internal Security Operations Command (ISOC) claimed that Department of Mineral Fuels has already permitted the gas exploration company to explore the field.
