    Prime Minister Prayut Chan-o-cha has ordered 152 Thais who landed at Suvarnabhumi airport on Friday afternoon and refused to enter state quarantine to report themselves before 6pm on Saturday so that they can be put into state facilities.



    But only six of them agreed to be sent to a place prepared by authorities, which is a hotel in Bangkok.

    The remaining 152 refused to cooperate, saying they had not been informed about it in advance, and left for home.

    After a meeting on Saturday, the Centre for Covid-19 Situation Administration decided to put all of thses returnees in state quarantine.

    They must contact the Emergency Operation Centre (EOC) at Suvarnabhumi or the Damrongtham Centre in their provinces.

    Dr Taweesin stressed the government had their personal information and could track them down and warned about legal action.

    He also urged people close to them to self-isolate for 14 days.

    Thais in transit to return home should also contact Thai embassies for advice and they must agree to be put in state quarantine once landing, he said.

    The commotion at the airport on Friday occurred mainly because of the transition of rules.



    Gen Prayut announced on Thursday evening all travel to the kingdom by both Thais and foreigners would be banned until April 15, effective immediately. After that period, he said all arrivals must be quarantined at state facilities.

    As a result, when this group of Thais landed and were told they must be quarantined at state facilities, they protested, reasoning they had not been informed beforehand by Thai embassies that this was part of the requirements.

    While recognising the importance of quarantine, they assumed they could do it at home. Some even claimed to have already booked hotel rooms for the purpose.





    He added several Thai embassies also informed in their announcements that Thais returning home would be quarantined at state facilities for 14 days without exception. The online form Thais abroad used to apply for the letters also mentioned the quarantine.

    Authorities have prepared facilities in Sattahip and two hotels in Bangkok for state quarantine.

    As a result of the confusion on Friday, the Civil Aviation Authority of Thailand issued an announcement a few hours later temporarily banning all passenger flights from landing in Thailand until Monday to prevent further problems. It took immediate effect.

    The exceptions are state or military aircraft, emergency landing, technical landing (with no disembarkment), humanitarian aid or medical and relief flights, repatriation and cargo aircraft.

    Passengers on aircraft leaving other airports before the announcement took effect shall come under the communicable disease and the state of emergency laws. They must be quarantined for 14 days.

    A military source said Maj Gen Kosol Choojai, who was in charge of the EOC at Suvarnabhumi and allowed the 152 passengers to go home, was replaced by Gen Paripat Palasin.         The Cabinet on Tuesday (April 7) approved the third phase of economic stimulus, worth Bt1.9 trillion, to relieve the impact of the Covid-19 outbreak.

        After chairing the Cabinet meeting, Prime Minister Prayut Chan-o-cha revealed that the third set of economic stimulus measures consists of three emergency decrees.

        The first decree will transfer Bt80 billion to Bt100 billion to the central budget to use as stimulus funds.

        The second will permit the Bank of Thailand (BOT) to use up to Bt900 billion for moves to boost the economy.

        The third decree allows the Finance Ministry to borrow up to Bt1 trillion, of which Bt600 billion will be used for cash handouts and public health and Bt400 billion will be spent on economic recovery measures.



        Meanwhile, the BOT will grant Bt500 billion in soft loans at 2 per cent interest to aid the economy, especially small and medium enterprises (SMEs), with credit lines of up to Bt500 million.

              • Empty hotels eager to serve as quarantine facilities

                About 130 hotels with 16,000 rooms have offered to serve as quarantine centres for people returning to Thailand from abroad, for a payment - well in excess of the estimated 6,000 rooms needed, according to the Health Service Support Department.

                Director-general Tares Krassanairawiwong said on Friday that his department was tasked with recruiting hotels to function as quarantine facilities for returnees, to help control the spread of coronavirus disease.

                There had been a good response from hoteliers.

                "Some 130 hotels with about 16,000 rooms offered to function as state quarantine facilities. Officials discussed the matter and estimated that we need around 6,000 rooms," Dr Tares said.

                The government now had six hotels with some 1,200 rooms in Bangkok for use. Some hotels that made the offer did not meet the criteria, eg, lacking operating licences and isolated air-conditioning systems, having fewer than 100 rooms or having carpets, which collect germs, Dr Tares said.

                Hoteliers sought different fees. Some based it on the number of occupants or the number of rooms used, and others would charge only for food, he said.

                The Public Health Ministry would initially pay for the accommodation of returnees at hotels and the Defence Ministry would help sponsor it later, he said. In the future, there might be different classes of quarantine hotels for returnees who could afford to pay, he said.

                "The returnees who are quarantined at such hotels are not patients. The hotels are places where Thai people who return on inbound flights are monitored," Dr Tares said.

                • Mark Songkran at home, Prayut advises


                  In a televised speech on Friday (April 10), Prime Minister Prayut Chan-o-cha called on all citizens to refrain from celebrating Songkran, cancel their trips back home and avoid all gatherings during the three-day festival, which kicks off on April 13.

                  The government had last month announced that Songkran holidays will be postponed to later dates in line with efforts to curb the spread of Covid-19.

                  However, the premier said, in keeping with tradition, people can sprinkle water on Buddha images at home and express their gratitude to their parents provided they maintain a 2-metre distance and wear face masks at all times.

                    Transport workers handling essential goods, fishermen and rubber tappers among those exempted

                    Prime Minister Prayut Chan-o-cha has allowed some groups or sectors to be excluded from a nationwide curfew that keeps people at home to facilitate their work.

                    In a televised update on Friday, Gen Prayut said he had signed an order to allow people in selected sectors to work during the curfew from 10pm to 4am.

                    The order covers authorities and their assistants, including civil servants, on duty at the order of state agencies. Also exempt are all healthcare personnel who need to travel during those hours, along with emergency patients.

                    Transport services for public benefit such as medical supplies, consumer products, newspapers and goods for import and export are also allowed. Transport for people being quarantined is also exempted.

                    The order also allows people employed at petrol stations and public utilities to work during the curfew. Food delivery and garbage collection are exempted during the curfew hours, as are people who need to work at nighttime such as guards, fishermen and rubber tappers.

                    The curfew has been enforced since April 3 in a bid to end social gatherings as the country is under an Emergency Decree until the end of the month.

                    Gen Prayut heads the Centre for Covid-19 Situation Administration and has full authority to take any steps deemed necessary to control the spread of the virus.

                    • PM condemns curfew breakers/Says violators 'lack social conscience'

                      Prime Minister Prayut Chan-o-cha on Friday slammed more than 6,500 curfew violators for lacking a social conscience but insisted he will not impose any tougher restrictions as current measures in dealing with Covid-19 over the past 100 days are proving effective.

                      Gen Prayut insisted that the government will not extend the current curfew hours beyond 10pm-4am yet or impose any additional drastic measures that restrict people's rights as public cooperation has seen infection rates fall.

                      "Since Jan 4, we have been fighting together against Covid-19 for almost 100 days with preparation, strict monitoring, a strong public health system and cooperation from all sides.

                      "We now have the number of infected patients at a controllable level, and a low death rate compared to other leading countries," said Gen Prayut who is also in charge of the Centre for Covid-19 Situation Administration (CCSA).

                      This is proof that the country's operations are effective and several countries have held Thailand up as a successful example of dealing with Covid-19, the prime minister said in a TV Pool broadcast on Friday evening.

                      However, the prime minister was dissatisfied with the large number of people who have defied curfew restrictions which rose to more than 6,500 since the curfew started on April 3, and has led many people to call for tougher measures or a longer period of curfew.

                      "People who lack conscience and responsibility will make life miserable for those who are struggling to earn their living. I want to warn them to correct themselves, though the CCSA still has no plan to extend the current curfew hours," he said.

                      Gen Prayut also emphasised that the Songkran festival has been postponed, and the public must not take part in any kind of informal celebrations or return to their home provinces during the period. He also urged people to forgo the Rot Nam Dam Hua water-pouring ceremony, a traditional rite for young people to show respect to elders and ask for their blessings.

                      Gen Prayut did, however, say that he had signed an order to allow people in some groups or sectors to work during the night curfew.

                      The order includes authorities and their assistants, including civil servants, on duty under the order of state agencies.

                      Patients in need of medical attention, their care-takers and all health personnel are also allowed to travel during the curfew, according to the order issued on Friday

                      The transport of medical supplies, consumer products, newspapers and goods for import and export is also allowed.

                      Those who need to be quarantined are also allowed to travel as are staff at petrol stations and public utilities.

                      Food delivery and refuse collection workers are exempted during the curfew hours, as well as people who need to work at night such as security guards, fishermen, rubber tappers and nightshift staff.

                      Meanwhile, a total of 33 Thais stranded overseas returned to Thailand on Friday, according to spokesman Taweesilp Visanuyothin at the CCSA's daily press conference.

                      Of them, 15 from the Netherlands arrived at Suvarnabhumi airport and will be quarantined at a hotel near the airport for 14 days.

                      The other 18 arrived back from Singapore and will be placed under quarantine at a hotel on Rama IX Road in Bangkok.

                      Dr Taweesilp also said that a total of 21 Thais stranded in Moscow, Russia will fly home on Saturday and will be quarantined at a hotel in Bangkok.

                      A group of 152 Thai students studying in the US on a scholarship from the American Field Service will also fly to Thailand at a date yet to be confirmed, and be quarantined at a Bangkok hotel, Dr Taweesilp said.

                      Chutintorn Gongsakdi, the Thai ambassador to India, said that the embassy in New Delhi has prepared for the first batch of 200 Thais who have registered to return home.

                      More than 1,600 Thais in India have signed up to return so far, he said, adding that upon arrival they will be quarantined for 14 days.

                      Mr Chutintorn said that the embassy is ready to charter flights to bring them home between April 15-17 when the Indian government allows aircraft from other countries to enter the country on April 14.

                      Currently, more than 20,000 Thais stranded overseas have registered with Thai embassies in foreign countries to return home.

                        • Asean rallies against Covid-19/Prayut drives 6-point agenda to curb virus

                          Prime Minister Prayut Chan-o-cha will on Tuesday push ahead with a proposal to set up the Asean Response Fund (ARF) as part of a six-point declaration to be endorsed by the 10 Asean leaders as they join hands to fight Covid-19.

                          Their cooperation, initiated in response the the pandemic that has left the situation in each member state volatile, will witness a rare Asean summit teleconference chaired by Vietnamese Prime Minister and Asean chair Nguyen Xuan Phuc.

                          Gen Prayut has been preparing for the talks since last week. He said he plans to table a number of important items during the one-day meeting, which will culminate in the Declaration of the Special Asean Summit on Coronavirus Disease (Covid-19).

                          "The prime minister will ask all Asean leaders to seriously carry out the plans under the declaration," a government official said on Monday.

                          One of six measures in the declaration is the establishment of ARF to arm medical personnel with weapons in their ongoing battle against the coronavirus, as well as pave the way for a new "force" to eradicate the disease in the long term.

                          Thailand had earlier proposed setting up a fund to finance those initiatives at a recent meeting joined by foreign ministers. The idea was given the greenlight, pending final approval from the 10-nation bloc on Tuesday.

                          The fund is intended to finance the purchase of medicine and medical equipment, as well as research for a Covid-19 vaccine, the official said.

                          Responding to Thailand's proposal to ask Asean to set up the ARF to fight the outbreak of Covid-19, government spokeswoman Narumon Pinyosinwat told the Bangkok Post that agenda will be pushed at the visual Asean meeting on Tuesday by the Thai prime minister. Further details, however, were not forthcoming.

                          According to The Jakarta Post, part of the existing Asean Development Fund will be allocated to set up the new fund.

                          Financing issues will be further discussed between Asean and its three close allies -- China, Japan and South Korea -- this afternoon. That meeting is set to culminate in a Joint Statement of the Special Asean Plus Summit on Coronavirus cooperation pact.

                          The statement will focus on plans to seek financial aid from those Asean "plus three" countries and other international organisations, in addition to measures against Covid-19, which are similar to the Asean declaration, officials said.

                          Five other initiatives in the declaration are putting people at the centre of the fight to protect themselves against the virus, reinforcing public health measures, quickly responding to emergency cases, acting against distorted and false information and relieving the damage done to regional economies.

                          "The Thai prime minister will also emphasise the need to reduce the impact of fake news," the official said.


                          The new 10-country effort is expected to restore Asean's image, The Jakarta Post reported, adding the bloc has been criticised for its slow response and the tendency of its members to put their national interests first.

                          China, which appears to have been successful in containing Covid-19, had suggested that Asean hold a special summit to encourage its members to jointly fight the coronavirus.

                          It is not the first time Asean has come together to tackle a regional health issue. When the region was hit by Severe Acute Respiratory Syndrome (Sars) in 2003, its leaders discussed the outbreak in Bangkok before launching joint measures to fight the disease, The Jakarta Post reported.

                          The ongoing Covid-19 situation in the region became a grave concern after some participants in a religious ceremony, which was attended by 16,000 Muslims in the Malaysian capital of Kuala Lumpur, were infected with the disease, leading to an increase of infections in Indonesia and Brunei, the paper reported, citing Hoang Thi Ha, lead Asean researcher for political and security affairs at the Singapore-based Iseas-Yusof Ishak Institute.

                          Thai returnees from Kuala Lumpur also urged the government to reinforce its 14-day quarantine measure. Although the number of new Covid-19 cases appears to have slowed over the past week, health officials have insisted that citizens remain vigilant in their efforts to halt the disease's spread.

                          Centre for Covid-19 Situation Administration spokesman Taweesilp Visanuyothin instructed people "not to lower your guard", with only 28 new cases being reported on Monday -- a drop from 33 on Sunday and 45 on Saturday.
