    Before the vote, FFP secretary-general and list-MP Piyabutr Saengkanokkul told the House the executive decree violated Section 172 of the constitution, which says executive decrees should be used for urgent issues. He said the executive decree did not reflect any urgency.

    The armed forces were answerable for royal security, it was their main responsibility, Mr PIyabutr said.

    He criticised Prime Minister Prayut Chan-o-cha for issuing the executive decree.

    "The issuing of this executive decree shows a problem with the cabinet exercising its power, and Prime Minister and Defence Minister Prayut Chan-o-cha is familiar with possessing and exercising special power," Mr Piyabutr said.

    "I reserve the right to oppose the executive decree because it does not comply with the constitution. It is not a matter of urgency, or an emergency.         'Defence' budget under attack/Critics rip defence, stimulus spending

        The opposition attacked government spending plans for favouring the Defence Ministry and imposing "ineffective" economic stimulus measures, as three days of debate on the budget bill began in the House on Thursday.


        Prime Minister Prayut Chan-o-cha defended the budget in its first reading, insisting national security and stability were a prerequisite for economic development, and said the budget for education was still high.

        The bill allocates the Defence Ministry about 230 billion baht, a 6 billion baht increase from fiscal year 2019, and among the highest disbursements to any ministry.

        Gen Prayut insisted that allocations under the 3.2 trillion-baht budget bill for the 2020 fiscal year represented proper prioritisation rather than being "concentrated'' in the hands of any particular ministry.

        According to the opposition, the budget hike proposed for the Defence Ministry was to help pay for arms procurement and construction projects, which would divert money away from long-term investment projects at other ministries.

        In the 2020 fiscal budget bill, security and defence spending has been favoured over measures to solve bread-and-butter problems affecting people's daily lives, the opposition added.

        The opposition also took aim at the government's measures to improve the economy, saying cash handouts under various stimulus-package schemes during the five years of the previous coup-installed government had failed to address economic woes and combat social injustice.

        Meanwhile, more than 600 billion baht of budgets accumulated in local administrative organisations nationwide cannot be scrutinised and is prone to graft, the opposition added.

        Critics said that though the Education Ministry would receive the biggest share of the 2020 budget (368 billion baht), the amount was still lower than previous years.

        In response, Gen Prayut said extra budget has been earmarked for the newly-established Ministry of Higher Education, Science, Research and Innovation. Three other portfolios that have asked for large budget allocations are the Interior (353 billion baht), Finance (249 billion), and Transport (178 billion) ministries.

        The government has also been criticised for plans to set aside more than 518 billion baht for the general budget, which gives it a virtual licence to spend almost without scrutiny from the opposition. Of that amount, 96 billion has been earmarked as reserves for emergency purposes. Defending the general budget, Gen Prayut said it was set aside to pay salaries of government officials and pensions to retirees, adding agencies which request money from the general budget must submit spending details to the cabinet for approval.

        The general budget is also used for emergency relief operations after natural disasters such as floods, he said, adding budget spending would be scrutinised by agencies.

        During the budget grilling, Pheu Thai Party secretary-general and Bangkok MP Anudith Nakornthap said the previous government led by Gen Prayut had borrowed more than 2 trillion baht. It had operated on a massive budget, but the number of poor people had kept rising, he said. However, several government coalition MPs called on the government to increase the general budget for 2020, to stimulate the economy further.                       Japan confirms support for quick agreement on RCEP trade pact


                      Japan is rendering support for Thailand to conclude the long-delayed Regional Comprehensive Economic Partnership (RCEP) agreement during the Kingdom's chairmanship of the Association of Southeast Asian Nations (Asean).

                      Prime Minister Prayut Chan-o-cha received the backing during a meeting with Japanese Prime Minister Shinzo Abe in Tokyo on Wednesday.

                      The Government House announcement said the two leaders agreed on the need to conclude the RCEP, and Tokyo reiterated its support for Thailand to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) trade pact.

                      Thailand hopes attempts by the 10 Asean members and six free trade partners to finalise the China-backed RCEP will be completed in Bangkok next month during the Asean and other summits from Nov 2-4. Obstructions still needing resolution include market access and protected goods. Negotiations began in 2012.

                      The RCEP is a proposed free trade agreement between the 10 member states of the Association of Southeast Asian Nations and its six free trade agreement partners - China, Japan, India, South Korea, Australia and New Zealand.

                      Thailand also seeks membership of the CPTPP as another venue to expand exports and investment.

                      Gen Prayut flew to Tokyo to attend the enthronement ceremony of Japanese Emperor Naruhito on Tuesday. He is due to return to Bangkok on Thursday.: https://www.bangkokpost.com/business...cep-trade-pact

                        Looks like the coalition just got larger even when the Thai baht is trading/being exchanged at record lows against the US dollar (29.83 baht per 1 US dollar this week).



                        FFP loses seat/Padomechai emerges victorious in Nakhon Pathom by-election

                        The by-election in Nakhon Pathom's Constituency 5 saw the race between the Future Forward Party (FFP) and its main rival Chartthaipattana go down to the wire on Wednesday and FFP lost the seat.

                        The unofficial result was known late last night. Tallies showed FFP candidate Pairatchote Chantarakhachorn losing the seat to Padermchai Sasomsap of the Chartthaipattana Party.

                              The strong baht is expected to whittle down the revenue of Thai rice exports in baht terms by 30-40 billion baht, lowering shipments to 8-8.1 million tonnes this year.

                              Chookiat Ophaswongse, honorary president of the Thai Rice Exporters Association, said rice export prospects remain dim, with the baht making local grains more expensive than those from Vietnam, China and India.

                              Prices of Thai white rice are around US$50 per tonne higher than those of Vietnam, while China, which holds hefty rice stocks, has beefed up shipments of its cheaper rice to Africa.

                              "Thai rice shipments may slip as low as 8 million tonnes this year from 11.2 million tonnes last year, led by a sharp drop in white rice exports," said Mr Chookiat.

                              The strong baht is expected to lower white rice shipments by up to 35% from 5.49 million tonnes last year.

                              Normally Thailand's rice exports average 10 million tonnes a year, with white rice making up half the amount.

                              He said white rice shipments may only total 3 million tonnes this year.

                              In July, the association cut its target for annual rice exports from 9.5 million tonnes to 9 million.

                              Of the total, white rice will account for 3.9 million tonnes, followed by parboiled rice at 2.8 million tonnes, hom mali rice at 1.3 million tonnes, aromatic rice at 600,000 tonnes and glutinous rice 400,000 tonnes.

                              Major rice-importing countries have also changed their rice-buying policies. The Philippines allows its private sector to play a greater role in imports, stiffening competition in the domestic market.

                              The drought in Thailand will also cut rice output and may result in higher prices, said the group.
