    BANGKOK, June 12 (Bernama) -- Thailand Centre of Excellence for Life Sciences (TCELS) plans to propose the "Medicopolis" project for the government's consideration in order to develop the country as a centre of health "Medicopolises" in Asean, Thai News Agency (TNA) reported.

    According to TCELS, the "Medicopolis" initiative puts special emphasis on research and development or R&D of medical technologies, conducted in Thailand, to reduce costs of imported medicines and pharmaceutical equipment. It is, thus, the concept of area-based development, similar to major industrial estates in Thailand, which draw greater investment from both government and private firms.

    Programme initiator and TCELS advisor, Professor Emeritus Dr. Montri Chulavatanatol explained that a "Medicopolis" will connect health care services and the life science technology development, without overlapping with the ideas of the "Medical Hub" or the "Medical Tourism" projects of the Ministry of Public Health.

    Dr. Montri said even though each medicopolis will cost hundreds of millions to operate, it provides equal access to not only high-class or premium population, but also those with middle to lower income, as well as displaced people at all medicopolises nationwide, or even regionwide, as offered health programs will be based on health concerns, needs and desires of people in each geographical area.

    Amid emerging medical cities worldwide, the TCELS advisor acknowledged, the idea of Medicopolises appears to be first aired in Asean and is expected to draw a warm welcome from regional population, given the total number of Asean population at about 600 million by 2015 when the Asean Single Community is formed.

    Study-after-study show that Asean consumers trust in Thai hospitality and medical services, whereby three specific treatments, including "Platinum" for the growing aging society, "Superstar" for the expanding demand for cosmetic surgery and "Wellness" for the rising physical and mental health problems, will be the main focus of the programme.

    TCELS announced that it is pushing the project for the Thai government's consideration and approval, aimed to first branch out "Medicopolises" across Thailand in the near future and to develop the Kingdom as a centre of health Medicopolises in Asean eventually.

      The first of nearly 5,000 new, bilingual signs are being installed around Bangkok in preparation for ASEAN integration.
      Three hundred emergency center signs along with 500 street signs, 30 direction signs, and 30 major traffic signs are being replaced, according to Bangkok's Traffic and Transportation Department.
      Next year the effort will expand to include nearly 5,000 signs giving directions to hospitals, police stations and communities throughout the capital, NNT reported.

          PUTRAJAYA, July 18 (Bernama) -- The Asean Foreign Ministers Meeting in Singapore next week is unlikely to reach an agreement on the inclusion of the human rights clause in the Asean Charter, Malaysian Foreign Minister Rais Yatim said Friday.

          "The meeting from July 20 to 24 will concentrate on human rights under the Asean Charter, the definition of human rights, its scope and so on. The concept of human rights itself is wide and there are a few important questions that need to be answered.

          "What I would like to stress is the need to include the eastern values in the clause. For example, respecting an elder and religious values are important to us in Asia. We can't take the Universal Human Rights Declaration as a whole and apply it here," he told a news conference at Wisma Putra (Foreign Ministry) here.

          Other important Asian tenets must also be included in the Asean Human Rights charter, he said, adding: "I don't think an agreement on the matter would be reached at this meeting."

          He said the human rights issue needed further delibration by the 10 member states of the grouping before it could be accepted under the Charter.

          On another issue, Rais, who has just returned from Britain, said he had requested the British authorities to continue to waive visa requirements for Malaysians, taking into account the close ties between the two nations.

          "Although the British government had given several countries, including Malaysia, six months to improve our immigration laws and enforcement, we feel that we should not have any visa requirement. We have close business ties, we have some 12,000 Malaysian students studying there," he said.

          Britain imposed the six-month period after it was found that some 1,500 Malaysian passport holders had abused visas given to them over the past several years.

          "I also stressed the importance for the British immigration authorities to inform the Malaysian High Commission in London once such visa fraud cases are detected. This would enable us to check on the matter and take appropriate preventive action," Rais added.

          He said that during the trip, he also met officials of the Commonwealth Secretariat where the minister had emphasised the need for the Commonwealth to extend technical programmes to countries in Asia.

          He said that presently Commonwealth programmes were concentrated in Africa, India and other continents but not in the east or in Asia.

          "I will bring this matter up at the Commonwealth Ministerial Action Group meeting in September. They should also extend whatever programmes to Asia," he added. (BERNAMA)

                  Concern over free flow of labour after AEC starts

                  THE Asean Economic Community (AEC) plan for a free flow of labour in eight professions may face problems, including |different regulations to allow skilled workers in each member country and different languages and culture, a Chulalongkorn University study revealed yesterday.

                  More-developed countries would benefit from the free flow most, the research said. The Thai service sector would be most affected by labour shortages, followed by agriculture and industry, it said.

                  While Thailand's doctors, dentists, nurses, engineers, plus those in the tourism and hospitality sector, are seen as being well placed, Thai accountants have some structural issues and lacking in their usage of modern technology, according to the study conducted by Faculty of Economics lecturers Danupon Ariyasajjakorn and Somprawin Manprasert. Two other professions were surveyors and architects.

                  The study, about the impacts from the flow of skilled labour after the AEC starts, at the end of next year, was funded by the Thailand Research Fund (TRF).

                  Positive impacts from the AEC included business operators having more opportunities to select good quality workers and to move their production bases, as well as cooperation in labour and human resource development, plus related academic |projects among Asean countries, Danupon said.

                  Negative impacts included business operators' fear of a "brain drain" - a loss of good quality skilled workers to other Asean countries that pay higher wages, he said.

                  The researchers suggested that the government to support workers' skill development in all fields, plus issuing regulations for professional standards, and promoting Thailand as an educational hub for doctors, dentists and nurses, as well as tourism and hospitality.

                  They also urged the government to promote foreign language skills and the usage of technology for Thai workers, while |setting up clear policies and regulations for migrant workers, especially unskilled migrants.

                      BANGKOK, Aug 9 (Bernama) -- Former secretary-general of the Association of Southeast Asian Nations (Asean) Surin Pitsuwan has urged the National Council for Peace and Order (NCPO) to make decisions on issues, especially those related to law, quickly and prudently which would not affect growth in the regional grouping, Thai News Agency (TNA).

                      Speaking during a seminar celebrating the 47th anniversary of Asean founding on Friday at the Foreign Affairs Ministry headquarters, Surin said that although Thailand would still not have an elected government when the Asean Community (AC) is set up in December 2015, there was still no problem.

                      However, Thai authorities must prove to the international community that they could "run the country under the present circumstances" and if their works are seen as not good enough, there could be pressure from foreign countries, Surin said.

                      "While the NCPO is ruling the country now, it should speed up solving problems including human trafficking, migration, narcotics and transnational crimes," he said.

                      Surin pointed out that Thailand was now ranked number two in trade among Asean members and problems could widen if these problems were left unsolved.

                      He said that Thailand's fellow members in Asean wanted to see smooth management in the kingdom before the implementation of the AC and they are offering moral support so that the situation in the country could return to normal soon.

                          BANGKOK, Nov 22 (Bernama) -- Thai Prime Minister General Prayut Chan-ocha said Thailand needs to develop its human resources and boost language skills so as to be able to compete with other Asean countries as the 2015 Asean Community (AC) looms.

                          Prayut said during his weekly national address on Friday that the Thai economy must now compete with fast developing global economies, Thai News Agency (TNA) reported.

                          He said the government will require measures to facilitate foreign trade and investment.

                          "As the world community talks about future visions for the next 10, 20 years, I suggest we make plans to move the country forward on a long-term basis," he said.

                            Good thinking General. Developing human resources via education and skill training is key to improving ability to compete with other nations.

                            However your plan to increase learning about Thai culture, traditions, et al to develop patriotic fervor will not serve to make Thailand more competitive. Fact is it will make Thailand less competitive.
                            Whenever you find yourself on the side of the majority, it is time to pause and reflect.
