  • Thailand - Covid forces half a million to quit national pension fund

    Membership of the National Savings Fund (NSF) has dropped by 500,000 to 2.4 million during the Covid-19 crisis, as people have been unable to maintain their annual contributions, said its secretary-general Jaruluk Ruangsuwan.

    The NSF is designed to take care of workers who are not protected by the Social Security fund.

    This year, encouraging workers in the informal sector to join the fund to save for retirement had been extremely difficult, she said.

    “On a positive note, about 30 per cent of members increased their contributions out of the targeted 50 per cent, she added.

    Combined savings of the 2.4 million current members amount to Bt8 billion. They save a combined Bt100 million per month at an annual rate of 1.3 per cent, compared to the 0.5 per cent on bank savings.

    The NSF on Tuesday signed an agreement with the Office of SMEs Promotion (OSMEP) to encourage 79,000 small-business workers not covered by the Social Security fund to join the pension fund.

    The first 3,000 new members who contribute the maximum Bt13,200 a year would be handed the chance to win Bt1 million in a lottery, she said.

    The NSF’s minimum contribution is Bt50 per year.

    For those aged 15-30, the government tops up their contributions by 50 per cent to a maximum Bt600 per year. Those aged over 30-50 receive 80 per cent up to a maximum Bt960, while people aged 50-60 get 100 per cent up to a maximum Bt1,200 a year.

      • AstraZeneca pauses coronavirus vaccine trial after unexplained illness in volunteer

      Drug giant AstraZeneca said Tuesday it had paused global trials of its coronavirus vaccine because of an unexplained illness in one of the volunteers.

      It's a standard precaution in vaccine trials that is meant to ensure experimental vaccines don't cause serious reactions among participants.

      "As part of the ongoing randomized, controlled global trials of the Oxford coronavirus vaccine, our standard review process triggered a pause to vaccination to allow review of safety data," the company said in a statement sent to CNN.

      The company is testing its vaccine, called the Oxford vaccine because it was developed with Britain's University of Oxford, in the United States as well as the UK, Latin America, Asia, Europe and Africa.

      "This is a routine action which has to happen whenever there is a potentially unexplained illness in one of the trials, while it is investigated, ensuring we maintain the integrity of the trials," the statement added.

      "In large trials, illnesses will happen by chance but must be independently reviewed to check this carefully. We are working to expedite the review of the single event to minimize any potential impact on the trial timeline. We are committed to the safety of our participants and the highest standards of conduct in our trials."

      Earlier Tuesday, AstraZeneca joined eight other companies in signing a pledge promising they would not seek premature government approval for any coronavirus vaccine. They promised they would wait until they had adequate data showing any potential vaccine worked safely.

      "We, the undersigned biopharmaceutical companies, want to make clear our on-going commitment to developing and testing potential vaccines for COVID-19 in accordance with high ethical standards and sound scientific principles," the statement read. It was signed by the CEOs of AstraZeneca, BioNTech GlaxoSmithKline, Johnson & Johnson, Merck, Moderna, Novavax, Pfizer and Sanofi.

      "We believe this pledge will help ensure public confidence in the rigorous scientific and regulatory process by which COVID-19 vaccines are evaluated and may ultimately be approved," they added.

      The AstraZeneca vaccine is one of three coronavirus vaccines in late-stage, Phase 3 trials in the US. A Data and Safety Monitoring Board (DSMB) usually monitors trials for adverse events and can order a pause or halt a trial, but AstraZeneca did not say who had stopped the trial.

      Common adverse events in vaccine trials include fever, headache, soreness at the injection site and muscle pain.

      Regulators and companies alike have been working to ensure people trust in the vaccine authorization process. The US Food and Drug Administration must give either emergency use authorization or full approval to any vaccine before it can be distributed in the US.

      President Trump has said repeatedly he thinks at least one of the vaccines could be ready before Election Day on November 3. Most groups working on the vaccine say that is extremely unlikely but Biontech CEO and co-founder Ugur Sahin told CNN earlier Tuesday he believes the vaccine his company is developing with Pfizer could be ready for regulatory approval by mid-October.

      Dr. Tony Fauci, director of the National Institute of Allergy and Infectious Diseases, has said it's technically possible that if a DSMB saw strong evidence a vaccine was working before a trial was completed, it could recommend a halt to the trial so more people could get the vaccine. But Fauci said this was unlikely to happen before December.

      However, discussions about early authorizations and reports about White House pressure to speed along a vaccine have worried the public, as well as former FDA officials. Former FDA commissioner Dr. Robert Califf told CNN last week he was concerned even before Covid-19 that Trump would pressure the FDA to make decisions he wanted.

      "One of the things that's had me on pins and needles the last four years is literally Trump could do this with any drug or device or vaccine anytime he wants to," said Califf, who was commissioner from January 2016 through January 2018.

        • Thailand - BAAC slashes loan target due to Covid/Most borrowers use debt moratorium

          The loan target provided for agricultural purposes has been downgraded by almost half because of the Covid-19 crisis, says the Bank for Agriculture and Agricultural Cooperatives (BAAC).

          The bank previously projected a full-year loan target of 600 billion baht, but has cut it back to 370 billion because of the pandemic and debt moratorium programme, said BAAC president Apirom Sukprasert.

          For the first four months of fiscal 2020, the BAAC disbursed loans worth 170 billion baht. The BAAC's fiscal year starts on April 1 and ends on March 31.

          For the debt moratorium programme, almost 100% of BAAC borrowers, some 3.28 million, have entered the scheme, with a combined debt worth 920 billion baht. It is due to expire in early 2022.

          Some 260,000 small and medium-sized enterprises involved with farming have entered the debt moratorium programme, with a debt value totalling 81 billion baht. The debt moratorium was scheduled to lapse in September, but the Bank of Thailand extended the scheme to December.

          BAAC has talked with borrowers about their financial health. In cases of deteriorating financial health, borrowers will undergo a debt restructuring scheme to prevent a rise in non-performing loans (NPLs), said Mr Apirom.

          There are around 100,000 cases where BAAC borrowers underwent debt restructuring.

          The BAAC's existing NPL ratio stands at 4.03% of total outstanding loans worth 1.5 trillion baht, down from 4.3% at the end of fiscal 2020, attributed to the debt moratorium.

          Although the majority of borrowers have entered the debt moratorium, there are still borrowers who service their debts normally, with total principal repayment at 40 billion baht since the start of fiscal 2021, he said, a 30% year-on-year decline.

          • Thailand - B3,000 cash handout develops

            The Finance Ministry is finalising details of the 3,000-baht cash handout scheme, with initial daily spending disbursed through an e-wallet application and a cap of 100 baht.

            Details are expected to be finalised by the Fiscal Policy Office before submission to the Center for Economic Situation Administration on Thursday, said a Finance Ministry source speaking on condition of anonymity.

            The cash handout scheme's total value is 45 billion baht.

            Under the measure, the government will give 3,000-baht cash handouts to 15 million people to buy consumer goods.

            Recipients are required to register for the cash and the money will be transferred through the Pao Tang app's G-wallet app, similar to procedures under the Taste, Shop, Spend scheme.

            The main difference lies in how daily spending is capped at a limited amount for the 3,000-baht scheme.

            The initial proposal required individuals to spend at least 100 baht per day at shops registered to participate in the programme, said the source.

            The government will subsidise 50% of all spending on a daily basis.

            For instance, if a sum of 100 baht is spent at a local shop, the shop would collect 50 baht from a consumer, while the government would pay the remaining 50 baht to the store owner.

            "We chose this spending approach because we want consumer spending to be distributed to different stores, especially small shops such as noodle shops and grilled pork vendors, instead of large sums being spent once," said the source.

            "This is in line with our objective to stimulate the overall economy."

            The scheme is expected to begin in early October and will run until year-end 2020.

            Funding will come from a credit line of emergency loans allocated for economic recovery worth around 45 billion baht.

            To be eligible for programme participation, individuals must be at least 18 years old and participating shops must be those who participated in the Taste, Shop, Spend scheme and We Travel Together programme.

            The number of shops that participated in the two schemes number 70,000 nationwide, said the source.

              • Doctors studying why obesity may be tied to serious COVID-19

              Obesity seems to put people at higher risk for getting very sick if they’re infected with the coronavirus, and doctors are trying to figure out why

              In the early days of the pandemic, doctors noticed something about the people severely ill from COVID-19: Many were obese.

              The link became more apparent as coronavirus swept across the globe and data mounted, and researchers are still trying to figure out why.

              Excess weight increases the chances of developing a number of health problems, including heart disease and diabetes. And those are among the conditions that can make COVID-19 patients more likely to get very sick.

              But there's some evidence that obesity itself can increase the likelihood of serious complications from a coronavirus infection. One study of more than 5,200 infected people, including 35% who were obese, found that the chances of hospitalization rose for people with higher BMIs, even when taking into account other conditions that could put them at risk.

              Scientists are still studying the factors that might be at play — the way obesity affects the immune system may be one — but say it's another example of the pandemic illuminating existing public health challenges.

              Obesity may be one reason some countries or communities have been hit hard by the virus, researchers say. In the United States, the obesity rate among adults has climbed for decades and is now at 42%. The rate is even higher among Black and Hispanic Americans.

              A person who is 5 feet, 7 inches tall is considered obese starting at around 190 pounds, or a body mass index of 30. The increased risk for serious COVID-19 illness appears more pronounced with extreme obesity, or a BMI of 40 or higher.

              Researchers say multiple factors likely make it harder for people who are obese to fight a coronavirus infection, which can damage the lungs. Carrying around a lot of extra weight strains the body, and that excess fat could limit the lungs' ability to expand and breathe.

              Another issue is chronic inflammation, which often comes with obesity. Inflammation is a natural way our bodies fight harmful intruders like viruses. But long-lasting inflammation isn’t healthy and could undermine your body’s defenses when a real threat arises.

              “It’s like pouring gasoline on a smoldering fire,” said Dr. Dariush Mozaffarian, an obesity researcher and dean of Tufts University's school of nutrition science and policy near Boston.

              And even if people who are obese aren't diagnosed with diabetes or heart disease, Mozaffarian notes their health may not be optimal.

              How fat is distributed in the body may play a role too. One study found an increased risk for death from COVID-19 for people with severe obesity, but only among men. The findings could reflect that men tend to carry fat around the stomach, said Sara Tartof, a co-author of the study who researches infectious diseases at Kaiser Permanente in Southern California. That type of fat is more associated with the production of a hormone that could be contributing to more severe illness, she said.

              Scientists are also exploring whether there’s something specific about the coronavirus itself that makes the obese more susceptible to getting very sick.

              For example, the virus infects cells by attaching to receptors on the surface of certain cells. That receptor is abundant on fat cells and scientists are studying whether that makes them “a good nest for the virus,” said Dr. Francois Pattou at the University of Lille in France, who has co-authored research on the link between obesity and severe COVID-19 illness.

              Complications in care can arise once hospitalized, too. To help with breathing, for example, doctors have been putting patients hospitalized with COVID-19 on their stomachs. But that can be difficult for the obese, making it more likely they’re put on ventilators.

              “They need a machine to help just do the work,” said Dr. David Kass of Baltimore's Johns Hopkins University, who has co-authored a study on obesity and severe COVID-19 illness.

              Yet another concern: A COVID-19 vaccine may not be as effective for the obese, as seems to be the case with the flu and other vaccines.

              Why that might be isn't known, but one possibility is that obesity impairs an aspect of the immune system that needs to be activated for vaccines to work, said Dr. Nancie MacIver, who researches how weight affects the immune system at Duke University in Durham, North Carolina.                 • Weight Stigma Predicts Emotional Distress and Binge Eating During COVID-19

                Links between obesity and complications of COVID-19 have received increasing attention throughout the ongoing pandemic. But a different aspect of body weight – the social stigma that people face because of their weight – may also have harmful implications for people’s health during the pandemic.

                New research released today from the UConn Rudd Center for Food Policy and Obesity and the University of Minnesota shows that young adults who experienced weight stigma before the pandemic have higher levels of depressive symptoms, stress, eating as a coping strategy, and are more likely to binge-eat during COVID-19 compared to those who haven’t experienced weight stigma.

                Over the last decade, considerable evidence has documented harmful health consequences for people who are teased, bullied, stigmatized, or treated unfairly because of their body weight. Based on this knowledge, researchers wanted to learn whether such weight mistreatment predicts health behaviors during COVID-19 that may worsen health, especially in this time period of increased anxiety and stress for many Americans.

                “Understanding whether weight stigma elevates risk for health challenges during the pandemic represents a critical first step for the development of health messaging, responses, and support during outbreaks of COVID-19 and similar public health emergencies,” says lead author of the study Rebecca Puhl, professor of Human Development & Family Sciences and Deputy Director at the University of Connecticut’s Rudd Center.

                The study, published in the Annals of Behavioral Medicine, reports findings from 584 young adults enrolled in the population-based longitudinal EAT (Eating and Activity over Time) 2010-2018 study, who were invited to complete a follow-up survey during the COVID-19 outbreak. Weight stigma reported previously by these participants in 2018 was examined as a predictor of binge eating, eating to cope, physical activity, depressive symptoms, and stress during COVID-19.

                Key findings include:

                >Pre-pandemic experiences of weight stigma in 2018 predicted higher levels of stress, depressive symptoms, eating to cope with stress, and binge eating among young adults during the COVID-19 pandemic.
                >The likelihood of engaging in binge eating during the pandemic was almost 3 times higher for people who had experienced weight stigma prior to the pandemic compared to those who hadn’t.
                >Weight stigma predicted these health consequences for both males and females, regardless of their body weight.
                >Weight stigma predicted these worse health outcomes during both time periods of initial stay-at-home restrictions and after such restrictions had been lifted during the COVID-19 outbreak.

                “Our findings importantly identify weight stigma, independent of BMI, as a factor that may worsen eating behaviors and psychological distress for young adults during this pandemic. These increased health risks, particularly for binge eating, indicate a need for supportive and educational resources to help lessen the negative impact of stigma on eating behaviors,” says Dianne Neumark-Sztainer, professor at the University of Minnesota and principal investigator of the EAT cohort study.

                “This research highlights the relevance of weight stigma to the COVID-19 pandemic,” adds Puhl. “With additional outbreaks and more cases of COVID-19 expected in the coming months, it is important to support individuals who may be prone to worse health and health behaviors exacerbating their risk during these times of pandemic.                     • Thailand’s suicide rate surged 22% in past six months of the COVID-19 pandemic

                      Thailand’s Department of Mental Health has adopted a pro-active approach, in coordination with the Police Crime Suppression Division and social media influencers, to help people who have may self-harm after a 22% rise in the suicide rate over the past six months.

                      Mental Health Department Director-General Dr. Kiartipoom Wongrachit said today that the rise in the country’s suicide rate is of great concern.

                      2,551 suicide cases, or 3.89 in every 100,000 of the population, were reported in the first six months of the COVID-19 pandemic, compared to 2,092 cases for the same period last year.

                      Although there are built-in systems in social media, such as Facebook, to screen out VDO clips portraying self-harming or suicides, Dr. Kiartipoom said officials have detected increasing signs of suicide risk on social media, such as farewell messages or self-harming plans.

                      “These people in distress are in need of help immediately” he said, adding, however, that is often difficult for health officials to contact them.

                      Hence, he said that the department had solicited help from CSD police, as well as social media influencers, in a pro-active approach to help these people, including the setting up of a hotline, 1323, to provide consultations to people in need of help.

                        • CDC report: Dining out increases risk of contracting coronavirus more than other activities

                        Dining out is one of the riskiest possible activities during the coronavirus pandemic, according to a report issued by the Centers for Disease Control and Prevention (CDC) on Thursday, citing the fact that masks are not used while people are eating and drinking.

                        CDC officials interviewed about 314 people who experienced symptoms of the virus and got tests, about half of whom were positive. Both the positive and the negative subjects said they had engaged in activities such as attending church and in-person shopping.

                        However, people who tested positive were about twice as likely than those who tested negative to say they had dined at a restaurant. People who tested positive but could not identify a specific occasion when they were exposed to the virus were also more likely to have recently visited a bar or coffee shop.

                        “Eating and drinking on-site at locations that offer such options might be important risk factors associated with SARS-CoV-2 infection,” the report states. “Efforts to reduce possible exposures where mask use and social distancing are difficult to maintain, such as when eating and drinking, should be considered to protect customers, employees, and communities.”

                        "If people are going to eat out, they need to be thoughtful about how they're going to do it," study co-author Todd Rice told NBC News.

                        "Even if I'm sitting at a table and the food hasn't arrived yet, I still wear a mask. I won't sit at a table that's next to somebody else," added Rice, an associate professor of medicine at Vanderbilt University Medical Center. In Nashville, where Rice lives, restaurants have reopened at 50 percent capacity.

                            • COVID Hits Young Adults Harder Than Thought: Study

                            New research suggests that COVID-19 is far from benign when it strikes young adults: Once they are hospitalized, 1 in 5 wind up in the ICU and many need ongoing medical care even after they are free of the virus, scientists report.

                            The Harvard University doctors reviewed more than 3,200 coronavirus cases where adults aged 18 to 34 needed hospitalization. Twenty-one percent ending up requiring ICU admission and 10 percent needed a ventilator to breathe. Overall, 2.7 percent of young hospitalized patients died. Another 3 percent required care in a post-acute treatment facility even after clearing the virus from their bodies.

                            The proportion of young people who have contracted the virus has increased in recent months, as cities and states have relaxed restrictions on businesses and some people have returned to work. Last month, the World Health Organization warned that young adults are emerging as the primary spreaders of the virus in many countries, the Washington Post reported.

                            In the new report, published Sept. 9 as a research letter in the journal JAMA Internal Medicine, the researchers found that certain preexisting conditions, such as hypertension, diabetes and obesity, were more common among the young patients who had severe health impacts or died from the virus.

                            As happens in older COVID-19 patients, men were also more likely than women to develop serious or life-threatening conditions. And more than half of the hospitalized patients were Black or Hispanic, according to the study.

                            "Given the sharply rising rates of COVID-19 infection in young adults, these findings underscore the importance of infection prevention measures in this age group," wrote the team led by Dr. Scott Solomon, from the cardiovascular division at Brigham and Women's Hospital in Boston.

                            Another finding, reported on Thursday, challenges the timeline for when COVID-19 began spreading through the United States. Researchers showed the number of patients complaining of coughs and respiratory illnesses surged at a sprawling Los Angeles medical system starting in late December, the Post reported.

                            • Thailand - Cross-border commerce drops 8.5%

                              Thailand's cross-border trade fell 8.5% year-on-year in the first seven months, largely due to the closure of border checkpoints to prevent the spread of the coronavirus and the slowing economies of neighbouring countries.

                              The Foreign Trade Department reported that overall cross-border trade, including transit trade, totalled 741 billion baht for January to July, with Malaysia still the biggest partner by value.

                              Transit trade involves the passage of goods through more than one country.

                              Of the total figures, exports were 429 billion baht, down 8.2% year-on-year, while imports shrank 9% to 312 billion baht, resulting in a trade surplus of 116 billion baht.

                              Border trade with four neighbouring countries amounted to 434 billion baht, down 12.8% year-on-year. Of the total, exports stood at 256 billion baht, down 10.9%, and imports were 178 billion baht, down 15.4%. Thailand had a trade surplus of 78.1 billion baht.

                              Two-way trade with Malaysia totalled 131 billion baht (down 23.6%), followed by trade with Laos (107 billion baht, down 7.8%), Myanmar (101 billion baht, down 13.6%) and Cambodia (94.8 billion baht, up 1.8%).

                              Transit trade, mainly with Singapore, Vietnam and southern China, fell 1.7% in the first seven months to 308 billion baht.

                              Transit trade with southern China and Singapore rose 14.4% and 11.3%, respectively. Transit trade value was 131 billion baht with southern China and 50 billion baht with Singapore.

                              Transit trade value with Vietnam and other countries fell 21.8% and 15.8% to 34.9 billion and 91.7 billion baht, respectively.

                              Keerati Rushchano, director-general of the Foreign Trade Department, said cross-border trade prospects for the remaining months are likely to improve after the department worked with nearby countries to reopen more border checkpoints.

                              As of Aug 13, Thailand had reopened 40 of the 97 border checkpoints nationwide.
