  • Khon Kaen opens field hospitals

    Provincial authorities of this northeastern province is set to open two field hospitals to cope with the rising number of its Covid-19 patients.

    Dr Somchaiychote Piyawatchwela, Khon Kaen provincial chief medical officer, said on Thursday that a dormitory in Khon Kaen University and a multi-purpose building in Isan Buddhist Diocese in Muang district had been turned into two field hospitals with a combined capacity of 498 beds.

    They were set to open at 4pm on Thursday.

    The provincial health chief said Khon Kaen logged 31 new Covid-19 cases over the past 24 hours and its accumulated cases from Dec 15 rose to 126.

        COVID-19 infections in Thailand surged to 1,582 cases today (Friday), and the disease has now spread to all 77 provinces.

        According to Dr. Chawetsan Namwat, of the Disease Control Department, the first two new cases were recorded in Ranong province while, in Satun province, one Japanese tourist tested positive for COVID-19 and health officials are investigating the case.

        Since early April, he said that the number of new infections has increased steadily every day, and the incubation period of the virus is at least seven days.

        Since the third wave of infections began, he said that there have been several new COVID-19 clusters, such as the one linked to 34 student volunteers in Chiang Mai, which has spread through 13 provinces. There was also the cluster linked to a food shop in Nakhon Ratchasima, which has infected 14 people so far. The Kanchanaburi cluster, linked to a school, has infected 28 people so far and the Nakhon Si Thammarat cluster, which has spread to three more provinces, affected about 20 people.

        He said the emergence of new clusters poses a high risk for travellers, who have been in contact with more people without knowing if any of them are infected, because most newly infectious people are asymptomatic.

        Of the new infections today, 312 are in Bangkok, 272 in Chiang Mai 111 in Chon Buri, 100 in Prachuap Khiri Khan, 40 in Samut Prakan and 59 in Lampang.

        Since early April, 13 provinces have recorded more than 100 COVID cases each, 6 provinces have recorded between 50 and 100 cases each and 28 provinces recorded up to 50 cases each. Family clusters have been reported in 20 provinces.

        • Thailand - Partial lockdown on the table

          The government is discussing the possibility of imposing a partial lockdown in Bangkok and surrounding provinces, Chiang Mai, Prachuap Khiri Khan as well as Chon Buri while heightening Covid-19 control measures in outbreak red-zone areas, as the number of new Covid-19 cases hit a new record high on Wednesday.

          The partial lockdown proposal was discussed on Wednesday, said Gen Natthapon Nakpanich, secretary-general of the National Security Council, in his capacity as chairman of a Centre for Covid-19 Situation Administration (CCSA) sub-committee.

          However, the sub-committee will have to discuss the lockdown and other proposals with Public Health Ministry further today, Gen Natthapon said, before adding the decision will be based mainly on opinions from health authorities.

          Prime Minister Prayut Chan-o-cha will convene a CCSA meeting tomorrow afternoon. The meeting, to be held via teleconference, is expected to discuss the strengthening of measures to curb the spread of Covid-19, as well as the partial lockdown proposal, according to a source.

          Gen Natthapon said strict controls on certain activities in areas considered at risk of a Covid-19 outbreak should still be sufficient, as the Covid-19 outbreak situation still was "under control".

          The premier emphasised that all parties must be aware of the need to avoid engaging in activities which could bring about stricter Covid-19 control measures on the public, said Gen Natthapon.

          The government reported 1,335 new Covid-19 cases on Wednesday, the highest increase in daily infections since the outbreak emerged in Thailand early last year.

          The CCSA said only nine were found among arrivals from overseas.

          The total number of confirmed cases currently stands at 35,910, while the death toll remains unchanged at 97.

          The CCSA is now concerned about the possibility of more Covid-19 clusters emerging in other areas, as there are still carriers linked to previous outbreaks who are still travelling, said Gen Natthapon.

          He insisted the government has prepared sufficient field hospitals to accommodate all infected people.

          • Thailand - Malls, shops told to shut by 9pm

            Retailers and malls nationwide have been asked to close earlier at 9pm, following the private sector's most recent bid to help curb the country's third Covid-19 outbreak.

            Yol Phokasub, president of Thai Retailers Association (TRA), said on Wednesday the TRA and Thai Shopping Centre Association (TSCA) jointly announced to their members and trade partners nationwide that they must maximise their Covid-19 screening measures.

            Both associations asked their members to close earlier at 9pm, starting from today and until further notice.

            These businesses are also being advised to suspend all activities that would involve gatherings of large numbers of people. They are further being advised to have their staff work from home as much as possible, said Mr Yol.

            He said the two associations hope their move will lead to more action by the private sector in supporting the country's work to contain Covid-19 and ending the latest wave of the outbreak as soon as possible.

            Meanwhile, Phuket -- the tourist island that was on track to becoming the country's model for opening up to tourists after the year-long economic devastation Covid-19 has caused -- will be asked to return to lockdown mode again, said Dr Pitakpol Boonyamalik, a public health inspector.

            "The number of new Covid-19 infections in this health region continues to soar by the day. I must propose that the provincial communicable disease control committee of Phuket, in particular, considers locking down the province after Songkran in order to contain the outbreak situation there," Dr Pitakpol said on Wednesday during an online conference for health officials in the southern region.

            Dr Pitakpol oversees the 11th Health Area of Thailand -- covering Chumphon, Surat Thani, Nakhon Si Thammarat, Phuket, Phangnga, Krabi and Ranong In July, Phuket will be the first province to waive the quarantine requirement for vaccinated foreign visitors, as part of the government's plan to reopen the country.

            Dr Pitakpol said that despite the cases in the southern region being relatively low, with none listed in a high-risk zone, the situation is still worrying.

              • Pattaya hoteliers keen on comprehensive jabs

                Hotels in Pattaya are concerned about the tourism outlook, pinning their hopes on mass vaccination as the only way to exit the worst crisis in its history.

                Phisut Sae-Khu, president of the Thai Hotels Association's (THA) eastern chapter, said operators in Pattaya are hoping for a reopening in October after another setback from a third wave of Covid-19 cases in Bangkok.

                Apart from Phuket, which will be the first pilot area to welcome vaccinated tourists without quarantine in July, Pattaya, Krabi, Phangnga, Koh Samui and Chiang Mai are scheduled to join the sandbox programme in October.

                "We are worried about the vaccination plan for Pattaya," Mr Phisut said. "If the situation worsens, we need to have Covid-19 vaccines, which are supposed to be distributed to local communities in the sandbox areas."

                He said the government must procure enough vaccines, via state and private companies, to build up herd immunity and maintain the tourism reopening plan as scheduled. Tourism operators will work on creating demand, said Mr Phisut.

                He expects a slow period ahead as there is no long weekend to stimulate domestic trips with high income after Songkran.

                The industry will likely have to wait until the New Year celebration, said Mr Phisut.

                Before the fresh outbreak flared up from the Thong Lor cluster, hotels in Pattaya were fully booked.

                "Tourism sentiment after Songkran will inevitably be stagnant, with a single-digit occupancy rate as happened during the nationwide lockdown last year," said Udom Srimahachota, vice-president of the THA's western chapter.

                The best-case scenario will see some tourists from Bangkok still visit Hua Hin, with the occupancy rate there reaching 30% on Saturdays, he said. If the government can control the new outbreak by May, in two months tourism may gradually revive, said Mr Udom.

                Last week Hua Hin faced many cancellations from the domestic market because of unclear entry regulations, he said.

                Many travellers believed Prachuap Khiri Khan imposed a 14-day quarantine for all tourists from Bangkok. In fact, only the red-zone districts such as Wattana, Bang Khae and Bang Khun Thian in Bangkok have mandatory quarantine, said Mr Udom. As a result, at least 30% of hotel employees are at risk of unemployment if there is another lockdown, he said.

                Most importantly, the government has to quickly roll out guidelines for the 250 billion baht in soft loans and 100 billion for the asset warehousing scheme for banks to allow operators access to the aid, said Mr Udom.: https://www.bangkokpost.com/business...rehensive-jabs

                • 17 medics at Samut Prakan hospital isolated after patient lies about contact with an infected person

                  Seventeen medical personnel at Samut Prakan provincial hospital have been quarantined after a patient failed to disclose information about his contact with a person infected with COVID-19.

                  The hospital said, in its Facebook post today (Friday), that two doctors, nine nurses and six other medics, who were in close contact with the patient in question, have had to enter self-isolation, depriving the hospital of badly-needed medical staff.

                  It warned that any patient who refuses to provide information about previous contact with an infected person will face legal action and will be liable to a maximum fine of 20,000 baht on conviction.

                    The Centre for Covid-19 Situation Administration (CCSA) on Saturday reported 1,547 new cases, with two deaths.

                    The dead persons included a computer programmer, 38, in Tak province, and an office worker, 51, in Pathum Thani.

                    According to reports, the patient from Tak had visited Krystal Club – a source of cluster infection – in Bangkok's Thong Lor area on March 19.

                    The man died on Friday at Somdej Phrachao Taksin Maharat Hospital in Tak’s Muang district. He was also suffering from high blood pressure, diabetes and obesity, Public Health Office deputy Ramet Wongvilairat said.

                    The victim in Pathum Thani who died on Thursday had contracted Covid-19 previously, and suffered from heart disease, diabetes and hypertension.

                    Over the past 24 hours, 90 patients have recovered and been discharged.

                    As of Saturday, the number of confirmed cases in Thailand had risen to 40,585. Of these, 37,353 were contracted locally, including 19,980 found via proactive testing, while 3,232 were returnees.

                      Field hospitals are necessary to deal with new Covid-19 patients, especially since the number of cases in Thailand is rising daily.

                      The Bangkok Metropolitan Administration has set up field hospitals at the Bang Khun Thian Geriatric Hospital, Rachaphiphat Hospital, 84th Anniversary Stadium and Bangkok Arena.

                      Field hospitals have also been set up in five provinces, including Chiang Mai, where new Covid-19 cases are on the rise.

                      • COVID zoning system adjusted to just Red, Orange to reflect current situation

                        Thailand’s National Communicable Disease Committee has revised the COVID-19 zoning system, in line with the worsening situation, by dividing the country into just Red and Orange zones, instead of Red, Orange, Yellow and Green.

                        According to the committee, which met Thursday under the chairmanship of Public Health Minister Anutin Charnvirakul, the number of Red zone provinces has been increased from 5 to 18, due to the current surge in daily infections.


                        The Red zone provinces are Bangkok, Chiang Mai, Chon Buri, Samut Prakan, Prachuap Khiri Khan, Samut Sakhon, Pathum Thani, Nakhon Pathom, Phuket, Nakhon Ratchasima, Nonthaburi, Songkhla, Tak, Udon Thani, Suphan Buri, Sa Kaew, Rayong and Khon Kaen.

                        The remaining 59 provinces have been classified as Orange zones.

                        Under the new zoning, all bars, pubs and massage parlours across the country will be closed, including those in 41 provinces already closed for 14 days since last Friday.

                        Eateries in the Red and Orange zones are not permitted to sell alcohol to their customers and may only stay open until 9pm in Red zones and 11pm in Orange zones.

                        All activities with more than 50 attendees are banned, unless there is prior permission granted by the provincial communicable disease committee in each province. All private parties are prohibited, unless among family members.

                        All classroom teaching is suspended and all amusement parks and amusement playgrounds in malls are closed. The private sector is urged to arrange working from home.

                          Thailand is ramping up its COVID-19 vaccination drive following an unprecedented surge in infections since April 5, with Thursday (April 15) bringing a record 24-hour high of 1,535 new cases.

                          Official records show that only 247,850 people in Thailand had received their first jab as of April 5 – but that number more than doubled to 581,311 by April 15. Both vaccines provided by the government – Sinovac and AstraZeneca – require two doses.

                          However, though the number of Thais vaccinated against COVID-19 has risen fast, it is still less than 1 percent of the total population. About 70 percent of the population must have antibodies before herd immunity is reached, research suggests.

                          • Lower Rates of COVID in States That Mandated Masks

                            States that required people to mask up last year had lower rates of COVID-19 than those with no mask requirements, a new study finds.

                            Researchers examined data from all 50 states and Washington, D.C., to assess mask policies, people's self-reported use of masks in public, and COVID rates from May through October 2020.

                            They factored in a one-month delay between mask wearing and its subsequent potential effect on COVID infection rates.

                            "States with the lowest levels of mask adherence were most likely to have high COVID-19 rates in the subsequent month, independent of mask policy or demographic factors," the Boston University team recently wrote on the preprint server medRxiv, before their findings had been peer-reviewed.

                            Charlie Fischer of Boston University's School of Public Health led the study. The final reviewed findings were published April 14 in the journal PLOS ONE.

                            The study classified COVID rates topping 200 cases per 100,000 residents as high -- and the researchers reported that 14 of 15 states that didn't require people to wear masks in public were in that category.

                            They found that none of the eight states with 75% or higher self-reported public mask use had a high COVID rate.

                            Those eight states had an average infection rate of 109.26 per 100,000 residents in the following month, compared with 249.99 per 100,000 in states with less than 75% public mask use.

                            "This protective effect of mask wearing was evident across four months of the pandemic, even after adjusting the associations for mask policy, distance policy and demographic factors," Fischer and her colleagues said in a journal news release.

                            States have had differing policies on mask use, and the authors said understanding the link between mask use and COVID rates could help guide policies to reduce pandemic-related pressure on health care systems, economic instability and death.

                                The CCSA is now focusing on six provinces -- Chonburi, Prachuap Khiri Khan, Samut Prakan, Nonthaburi, Chiang Mai and Bangkok -- as the daily number of new cases in these provinces was in triple digits on all days last week.

                                Meanwhile, 113 patients have recovered and been discharged in the last 24 hours.

                                As of Sunday, the number of confirmed cases in Thailand had risen to 42,352. Of these, 39,118 had been contracted locally, including 20,268 who were found via proactive testing, while 3,234 were returnees.

                                So far, 28,683 have recovered and been discharged, 13,568 patients are still in hospitals and 101 have died.

                                The 100th death was a senior monk in Bangkok, 54, who had chronic kidney disease, diabetes and high blood pressure. He passed out on April 12 with fatigue symptoms and was taken to hospital where the medical team could not revive him. Tests later showed he was a Covid-19 patient.
