  • Travel restrictions imposed in Thailand’s Nonthaburi province

    All people living in Bangkok’s neighboring province of Nonthaburi, who want to leave the province, are now required to register via QR code, upon departure and arrival, from today (May 1st) until further notice, as the provincial administration tightens restrictions to stem the continuing surge of COVID-19 infections in the province.

    Everyone is asked to stay home between 9pm and 4am, unless it is absolutely necessary. Hospitals are also advised to prohibit visits to patients by their relatives or friends.

    Migrant workers are banned from leaving the province, unless they have permission from the authorities.

    124 new COVID-19 cases, including several students and office workers, were recorded on Saturday, taking total infections in the province to 2,230, including 14 fatalities. Most of the new infections today are linked to night spots and those who have been in close contact with the venues or their employees. 73%of them have developed symptoms.

    Governor Suchin Chaichumsak issued an order on Friday closing 24 types of venue, including bull and cock fighting rings, entertainment venues, amulet trading centres, cinemas, public swimming pools, children’s playgrounds, museums, nurseries, day-care centres for the elderly, public parks, stadia and all competition grounds.

    All activities which risk the spread of the disease are prohibited. These include a gatherings of more than 10 people and the closure of all schools and classes.

    Night markets and walking streets are to close at 9pm, while convenience stores and supermarkets can open from 4 am to 11 pm. Malls are to close at 9pm and must limit the number of visitors.

    • As vaccination booking opens in Thailand, who can get jabs and how?

      All 16 million vulnerable people will be the first in line when Thailand launches free nationwide vaccinations for residents next month. Meanwhile, appointments for jabs can be made in advance from today via the Mor Prom account on the Line mobile application.

      Seniors and people suffering from a certain chronic condition will receive priority vaccination in a bid to minimise casualties, said Dr Sopon Mekthon, vice minister for public health and chair of the COVID-19 vaccine management committee.

      More than half of the people in Thailand who have died from the virus were elderly or had underlying health conditions, he explained.

      Thailand has so far recorded over 65,000 cases of COVID-19 and 203 deaths. The latest wave to hit the country is also the deadliest, possibly driven by a mutant strain of the virus. Deaths from COVID-19 in the whole of last year totalled 60, while this April alone saw about 100 people succumb to the disease.

      Who gets vaccination priority?

      Thais aged over 60 – 11.7 million people in total – will be fast-tracked for jabs. They will be joined by another 4.3 million people whose underlying illnesses make them more vulnerable to COVID-19.         Thailand on Sunday reported 1,940 new coronavirus cases amid a deadly third wave of the virus.

        The Health Ministry recorded a second day of 21 deaths, the highest daily number of fatalities since the pandemic began.

        The country was largely able to control the virus early in the pandemic through shutdowns and strict border controls.

        But a deadly third wave that begin in early April includes the highly transmissible B.1.1.7 variant and has accounted for about half of its total cases and deaths.

        Sunday's numbers brought the country's total confirmed infections since the pandemic began last year to 68,984.

        Total deaths are now at 245.

        Bangkok led fatalities with eight victims, seven of whom had been in close contact with infected family members, according to the Centre for Covid-19 Situation Administration (CCSA). Chiang Mai recorded the second most deaths – four – followed by two each in Chon Buri and Lamphun, and one each in Nakhon Pathom, Nakhon Sawan, Rayong, Tak and Udo Thani.

        The number of new infections in Bangkok on Sunday was the second lowest in a week -- after the 417 cases recorded on Friday -- while the new caseload in Chiang Mai also dropped for the fourth consecutive day.

        Assistant CCSA spokeswoman Dr Apisamai Srirangson said people should not become complacent and said the decision to ban dine-in customers in eateries would help reduce the numbers.

        Three of the imported cases arrived from Egypt, and one new case each flew in from Austria, South Korea, Norway, India, Pakistan, South Africa and Sudan, the CCSA said.         • Dine-in restrictions to cost 200k jobs

          The Restaurant Business Association expects more than 200,000 workers to lose their jobs after the government imposed new measures that prohibit dining in at eateries.

          New restrictions prevent dine-in services in six provinces -- Bangkok, Chiang Mai, Chon Buri, Nonthaburi, Pathum Thani and Samut Prakan -- effective from May 1.

          Ladda Sampawthong, the association's president, said the new restrictions will have a huge impact on medium to large restaurants because all targeted provinces have many such outlets.

          "Since the government reduced service hours to closing at 9pm, dine-in customers at restaurants are 65-70% of normal levels. However, with a ban on sit-in dining, I wonder how many will still want to come," Mrs Ladda said.

          She said customers are more panicked with the fresh wave of the pandemic compared with previous outbreaks because of the high number of infections.

          During the first two waves, customers ordered food via delivery services or take-away, but now some customers have changed their behaviour, said Mrs Ladda.

          More people are also opting to cook at home, resulting in fewer restaurant orders.

          Some 55,000 restaurants are association members, with about 80% of them providing delivery.

          She forecast 200,000 restaurant workers are likely to lose their jobs, both in the short term and long term, because the pandemic requires time to improve.

          "This new restriction on restaurants has been enforced too soon. We understand the purpose is to stop the virus spread and are willing to follow it, but our main concern is the employees," said Mrs Ladda.

          She said 2% of restaurants across the country have closed permanently because of the previous outbreaks. She predicts the third wave will add another 1-1.5 percentage points to the closure rate.

          However, some new owners are entering the restaurant segment despite the pandemic.

          In Chiang Mai, representatives of the Chiang Mai Restaurant and Entertainment Venue Association on Friday called on the government to reconsider its order to close dine-in services, saying the ban would seriously affect more than 80,000 workers.

          According to Kasikorn Research Center, if the government does not enact a lockdown, the food business in 2021 is valued at 410-415 billion baht. In 2020, the segment generated 405 billion baht, down 6% from 2019.

            This took the total number of cases to 71,025 since the pandemic began last year. The death toll now stands at 276.

            This was about 50% up on the 21 deaths reported on both Saturday and Sunday.

            The new wave, which includes the highly transmissible B.1.1.7 variant first detected in Britain, has accounted for more than half of total cases and deaths since the start of the pandemic.

            As the rising toll was announced, a respected professor of medicine warned the kingdom faces a crisis if the number deaths continues to rise.

            "If the figures do not go down and instead continue to rise, that means we are moving towards the real crisis stage," Prasit Watanapa, dean of Siriraj Hospital's faculty of medicine, said during the daily briefing of the Centre for Covid-19 Situation Administration (CCSA).

            Dr Prasit urged people to be strict about wearing face masks, to follow all measures advocated to curb the latest outbreak and to accept vaccination.

            "Please get vaccinated," he said. Vaccines would help the country contain the spread of the disease.

            The latest deaths were reported across 11 provinces, with Bangkok and Nonthaburi logging a combined 10 fatalities. Pathum Thani and Nakhon Si Thammarat each recorded two deaths, while Chachoengsao, Ang Thong, Phetchaburi, Suphan Buri, Lop Buri, Chaiyaphum and Ranong had one each.

            A spokeswoman for the CCSA, Dr Apisamai Srirangson, said most deaths were people who been in close with previously infected people, many in their own families.

            The rate of new infections returned to above 2,000 for the first time since Thursday, when the country registered 2,001 cases. Most of the new infections during the month just completed, April, were concentrated in Bangkok and three adjoining provinces - Samut Prakan, Nonthaburi, Pathum Thani.

            "The trend of new infections in other provinces is down, but in Bangkok and its vicinity it is going up," she said.

            Dr Apisamai said the main concern was in Bangkok, especially three communities in Klong Toey district of Bangkok, the centre of a new cluster. The district reported 304 new transmissions last month, most of them in three congested communities of Pattana Mai, 70 Rai and Rim Klong Wat Saphan, she said.

            These three communities were the prime focus of mass testing. Plans to curb new infections in Klong Toey district were the main agenda of talks between health authorities on Monday afternoon.

            Health authorities were also closely monitoring other districts, including a community in Bon Kai in Pathum Thani district, where new infections had been detected, she said.

            Deputy Defence Forces spokeswoman Col Chatrapee Poonsawat said on Monday the military was erecting a new field hospital for up to 300 patients at a warehouse at Klong Toey Port.

            • COVID-19 infected Thai embassy staff repatriated from India on special RTAF flight

              Three Thai officials working at the Thai Embassy in New Delhi, India, who are infected with COVID-19, and another, who is considered as to be high risk, were flown into Bangkok on Saturday on a Royal Thai Air Force Airbus 320.

              The RTAF special flight also delivered medical equipment and supplies, donated by Indian communities in Thailand, to the Indian Red Cross Society, said RTAF Commander-in-chief Air Chief Marshal Airbul Sutthiwan last night.

              Air force and Disease Control Department medics were also on the flight with medical equipment, to provide care for the returning embassy officials and to make sure that the Indian variant of COVID-19 does not spread.

              After landing, separate ambulances took the three patients to Ramathibodi Chakri Naruebodindra Hospital in Samut Prakan province, Lertsin Hospital in Bang Rak district and the Prasat Neurological Institute. The fourth official, who is not infected, was taken to a Bangkok hotel for quarantine.

              The flight’s crew, as well as the medical team, also entered compulsory quarantine for 14 days.

              • BMA setting up fifth field hospital, plans more hospitels to cope with increasing cases

                The Bangkok Metropolitan Administration (BMA) is accelerating expansion of field hospitals and hospitels to tackle the third Covid-19 wave, Bangkok Governor Aswin Kwanmuang said on Sunday.

                The Centre for Covid-19 Situation Administration on Sunday reported 1,940 new cases and a record 21 deaths over a 24-hour period.

                Bangkok again led the list of most cases with 539, followed by 278 in Nonthaburi and 145 in Samut Prakan.

                Aswin said the BMA had conducted proactive tests to search for Covid-19 patients, adding that the authority aimed to conduct tests on 7,200 people next week.

                He said that 1,291 patients were being treated at hospitals, field hospitals and hospitels in Bangkok.

                "The government agencies are ready to take patients who had been contracted locally, and those who were found via proactive testing will be sent to medical facilities as soon as possible," he said.

                  All the infected Thai workers have been sent to a field hospital in Bang Phli district, while the infected migrant workers will be quarantined at their dormitory, which will be turned into a temporary field hospital. Any with severe symptoms will be sent to a general hospital for treatment.

                  In the eastern coastal province of Chon Buri, another Deep Red zone, 91 new infections were recorded today.                   • Thailand - COVID-19 insurance policies, paying out on infection, cancelled

                    Amid a surge in cases, several insurance companies have cancelled their COVID-19 insurance policies, which promised payment upon the discovery of infection, dubbed “Found, Paid, Done” policies.

                    They have now been replaced by new products, which exclude medical personnel and cover medical treatments, comas and allergic reactions to COVID-19 vaccines instead.

                    With an average of 2,000 new COVID-19 a day in recent weeks, the Thai General Insurance Association (TGIA) said the insurance providers may be liable for up to one billion Baht in claims, as opposed to 200 million Baht being claimed currently.

                    20% of all infected people have made insurance claims since last year, higher than 10-15% reported in the first quarter of this year, thanks to the new COVID-19 wave, said TGIA President Anon Vangvasu.

                    Viriyah Insurance has revoked its “Found, Paid, Done” insurance from May 1st and launched a new program, which reduces protection coverage of 100,000 Baht, to tens of thousands, while increasing medical treatment coverage in “hospitels”, in case of a lack of hospital beds, comas and allergic reactions to vaccination.

                    • Bangkok to open its first ICU equipped field hospital on Tuesday

                      Thailand’s first field hospital equipped with intensive care unit facilities will be officially opened tomorrow (Tuesday), to receive COVID patients with severe symptoms.

                      Bangkok Governor Aswin Kwanmuang said in his Facebook post today that the hospital, operated by the Bangkok Metropolitan Administration (BMA), is located at the Chalerm Phrakiat stadium in Thung Khru and has a 432 patient capacity.

                      Medical personnel from Charoenkrung Pracharak Hospital will be posted at the field hospital around the clock, he added.

                      The governor explained that the number of severe cases has been increasing lately, accounting for 14% of all the infections, hence the need for more hospital beds to meet the demand.

                      • Bangkok's families set for swathe of tests

                        Health authorities have shifted their focus onto infections in households as the number of new cases among family members continues to rise at an alarming rate.

                        A total of 1,891 new Covid-19 infections -- 1,884 local transmissions and seven imported cases -- and a record high of 21 deaths were recorded on Saturday, said Dr Taweesilp Visanuyothin, spokesman of the Centre for Covid-19 Situation Administration (CCSA).

                        "Our concern now is that the disease is no longer out there but instead has already come into households, especially ones in Bangkok," he said, citing a sharp drop in the number of new infections detected in active-case finding operations carried out in at-risk places other than local communities.

                        "These fluctuations in the number of new cases are not satisfactory, and point to the need to adopt more stringent control measures," he said.

                        Of a total of 28,745 infected patients being treated, 829 were in critical condition and 270 of them were put on ventilators, he said.

                        The number of Covid-19 patients in critical condition rose by 12 and the number of these severely ill patients needing to be put on ventilators by 20 when compared to the numbers recorded on Friday, he said.

                        Of the 21 deaths logged on Saturday, nine males and 12 females, 10 were all in Bangkok, while two each in Chon Buri and Samut Prakan and one apiece in Ubon Ratchathani, Kalasin, Nakhon Si Thammarat, Chiang Mai, Chiang Rai, Pathum Thani and Phetchaburi, he said.

                        The cumulative number of Covid-19 infections has risen to 67,044, with 224 deaths, he said.

                        The vast majority of deaths, with a median age of 73, contracted the virus from their families, said Dr Taweeslip.

                        Bangkok, Chiang Mai, Chon Buri, Samut Prakan and Nonthaburi are the five provinces with the highest number of new infections.

                        At a meeting of the CCSA on Saturday, the Department of Disease Control set a goal of bringing daily new cases in the capital to under 400, or eight cases in each district, as the city steps up measures to control the spread.

                        City Hall now plans to kick off a new round of active case-finding by testing 1,800 people in target districts tomorrow, followed by 400 on Tuesday, 2,000 on Wednesday, 1,600 on Thursday and another 1,400 on Friday.

                        Because new cases reported in Bangkok and the surrounding provinces accounted for up to 44.2 % of all new infections last month, Prime Minister Prayut Chan-o-cha wants to focus on these areas as much as possible, said Rachada Dhanadirek, a deputy government spokeswoman.

                        • Two Buri Ram villages locked down

                          The provincial communicable disease committee has issued an order to place two villages in Khu Muang district in lockdown 14 days from May 2 after eight people contracted Covid-19, governor Tatchakorn Hatthathayakul said after an urgent meeting of the committee on Sunday.

                          The two villages are Ban Sao-e, Moo 2, and Ban Nong Phai, Moo 12, in tambon Hin Lek Fai where parties were held between April 16-18 and attended by people from outside the villages, leading to eight people, both adults and children, being infected.

                          The two villages have a combined population of about 1,000.

                          The lockdown took effect from 6pm on May 2.

                          During the lockdown, travel in and out of the two villages is prohibited.                             After spending much of the past year tending to elderly patients, doctors are seeing a clear demographic shift: young and middle-aged adults make up a growing share of the patients in COVID-19 hospital wards.

                            It's both a sign of the country's success in protecting the elderly through vaccination and an urgent reminder that younger generations will pay a heavy price if the outbreak is allowed to simmer in communities across the country.

                            "We're now seeing people in their 30s, 40s and 50s — young people who are really sick," says Dr. Vishnu Chundi, an infectious disease physician and chair of the Chicago Medical Society's COVID-19 task force. "Most of them make it, but some do not. ... I just lost a 32-year-old with two children, so it's heartbreaking."

                            Nationally, adults under 50 now account for the most hospitalized COVID-19 patients in the country — about 35% of all hospital admissions.                             • Koh Lan residents vote for island's lockdown

                              The community committee of Koh Lan, an island resort off Pattaya, made a resolution at a meeting on Sunday for the island to be closed to tourists 15 days from May 5-20 in the wake of the surge in Covid-19 infections.

                              The resolution, however, had yet to be approved by the provincial communicable disease committee.

                              The committee meeting was attended by 845 people including residents and business operators on the island.

                              Of the attendance, 420 voted for the island to be closed to tourists for at least 15 days while 306 voted for the island to be completely closed to all. The rest voted for the island to remain open under the provincial guidelines regarding Covid restrictions.

                                The government on Wednesday reported 15 new Covid-19 deaths, bringing the toll to 318, and 2,112 new cases, raising the total to 74,900.

                                Apisamai Srirangson, a spokeswoman for the Centre for Covid-19 Situation Administration, said the latest fatalities were eight men and seven women, aged 50-86.

                                Nine had been in close contact with infected relatives, two visited risk areas, one caught the disease from a since confirmed case and another lived in a risk area.

                                The 2,112 new Covid-19 cases confirmed on Tuesday included 2,107 local infections, of which 1,955 were confirmed at hospitals and 152 via mass testing.
