  • Korat people asked to stay home 11pm-4am

    The communicable disease committee of this province has stopped short of imposing a night curfew, but has asked people to cooperate by staying home from 11pm-4am.

    Dr Narinratch Pitchakamin, chief of the provincial health office, announced the decision after a meeting of the provincial communicable disease committee, chaired by deputy governor Charin Thongsuk, on Monday morning.

    This was intended to reduce people's travel and help curb the spread of Covid-19.

    Dr Narinratch said 23 new infections had been detected in the province - 15 in Muang, three in Non Sung, two in Pak Chong and one each in Non Thai, Ban Luam and Pak Thong Chai districts.

    • 8 Thai hospitals closed after patients conceal facts about their COVID-19 exposure

      Eight hospitals in Thailand have been temporarily closed after their medical personnel became infected with COVID-19, or had to be quarantined, because a number of patients concealed facts about their infections.

      The hospitals are:

      Mae Sai Hospital in Chiang Rai province, closed until May 16th. 88 medics quarantined.
      Chumsaeng Hospital in Nakhon Sawan province, closed until May 7th. 1 medic infected.
      Ruam Paet Chai Nat Hospital 1 in Chai Nat province, closed until May 12th. 1 medic infected.
      Nong Muang Hospital in Lop Buri province, closed until May 14th. 1 one employee infected.
      Samphran Hospital in Nakhon Pathom province, surgical ward closed until May 10th. 40 medics quarantined.
      Bor Phud Hospital on Samui Island in Surat Thani province, closed until May 14th. 7 medics quarantined.
      Pipoon Hospital in Nakhon Si Thammarat Hospital, closed until tomorrow. 2 medics infected.

      • Huai Khwang fresh market closed seven days for disinfection and screening

        Huai Khwang fresh market in Bangkok was ordered closed for seven days on Monday, after two employees were found to be infected with COVID-19.

        The Din Daeng district office, which ordered the closure, also declared the market off-limits to all outsiders, while those living inside the market area are prohibited from leaving.

        • Serious Covid situation in greater Bangkok

          Covid-19 is raging in Greater Bangkok, including several crowded communities in the capital, and infections were partly linked to visits to pubs and Songkran travel, according to the Centre for Covid-19 Situation Administration.

          Taweesilp Visanuyothin, spokesman for the Centre for Covid-19 Situation Administration, said on Tuesday that from April 28, the number of Covid-19 cases in Greater Bangkok surpassed those in 73 provinces combined. He cited 956 cases in Greater Bangkok and 794 in 73 other provinces over the past 24 hours.

          "If we are able to cope with the situation in the greater Bangkok, we can handle most of the spread in the whole country. Disease control efforts are now focused on the spread in each district in Greater Bangkok," he said.

          According to him, new Covid-19 cases were detected in seven communities in Lumpini and Pathumwan sub-districts in Bangkok's Pathumwan district.

          From April to May 3, there were 96 Covid-19 cases in the communities — 61 in Pattana Bonkai community, 14 in Kheha Bonkai, 10 in Polo, eight in Phra Jen, two in Ruam Ruedee and one in Kularb Daeng.

          Another 66 people living elsewhere in the area, including condominiums, housing estates and dormitories, were also infected during the same period.

          Infections in the areas started on April 7. The number slowed down briefly before soaring just after the Songkran holiday, Dr Taweesilp said.

          The first Covid-19 case in the areas was detected in a poverty-stricken crowded community and linked to a visit to an entertainment place.

          Before the infection was detected, there had been parties with friends. The disease was then passed to family members and groups of friends in other communities.

          "It is necessary to quickly find infected people and separate them from others... Mass testing is expected to cover about 1,000 people a day. Please cooperate with the tests," Dr Taweesilp said.

          The spokesman also mentioned the Covid-19 spread in communities of Si Yaek Mahanak sub-district in Bangkok's Dusit district.

          As many as 80 Covid-19 cases were confirmed at three poverty-stricken communities in the sub-district. Of them, 73 were in Wat Yuan-Klong Lampak community, five in Lang Ban Manangkhasila community and two in Rim Thang Rod Fai Sai Paed Riew community, he said.

          According to the spokesman, infection there started on April 9 and also surged after the Songkran holiday.

          It began with three clusters. One was linked to visits to pubs in Ratchadaphisek area on April 7-8 and infections were confirmed on April 14-15.

          The second cluster covered company employees who went to the Rama II area and infections were confirmed on April 16.

          The third cluster was a group of friends staying on rafts in Kanchanaburi province.

          On April 21, mass testing was done on 447 people, 22 of whom tested positive.

          Wat Yuan-Klong Lampak housed 856 people and would be a strategic area of Covid-19 fights, Dr Taweesilp said.

          Another big cluster was in Samut Prakan province adjacent to Bangkok. The spokesman said 160 people at a factory and a nearby community in Phra Samut Chedi district tested positive on Monday and Tuesday.

          A Myanmar employee there fell sick first on April 17. He then spread the disease to colleagues and their relatives. Nine people living near the factory contracted the disease. Of 323 workers at the factory, 151 or 46.8% were infected, Dr Taweesilp said.

          • Push to vaccinate 16 million vulnerable Thais suffers early setbacks

            Only about 5 percent of Thailand’s vulnerable population have so far booked a free COVID-19 vaccination jab since the government’s appointment process was launched on Saturday.

            The slow uptake is being blamed on two major factors: hiccups on the booking platform and reluctance to receive the jabs amid reports of undesirable side effects.

            At noon on Monday, the Public Health Ministry confirmed 611,277 people had made vaccination appointments on the Mor Prom platform, which operates via an official LINE account and also a mobile app. The government wants to vaccinate 16 million vulnerable Thais – those aged over 60 and people with chronic conditions including diabetes and cancer – by July 31.

              The government on Thursday reported 18 new Covid-19 deaths over the past 24 hours, for a toll of 336, and 1,911 new cases, raising the total to 76,811.

              In the third wave of Covid-19, which started at the beginning of last month, there were 47,948 cases, 19,369 of whom have already recovered.

              On Wednesday, 2,435 Covid patients were discharged from hospitals.

              Taweesilp Visanuyothin, spokesman for the Centre for Covid-19 Situation Administration, said six of the deaths were in Bangkok, three in Samut Prakan province, two each in Nonthaburi, Chiang Mai and Samut Sakhon and one each in Pathum Thani, Yala and Sing Buri.

              Thirteen were women and five were men. They were aged 45-100 years. Thirteen of them had hypertension. Other illnesses were diabetes, heart disease, high cholesterol, obesity, lung disease, thyroid disorder, previous stroke, renal disease or cancer.

              Twelve deaths were people who had close contact with infected family members, one caught the disease from a previously confirmed case, another from a friend, one visited a risk area in Chiang Mai province, one lived in a risk area and two were vendors at malls.

              The 1,911 new cases (1,298 in Greater Bangkok) included 1,902 local infections, 1,749 of them confirmed at hospitals and 153 via mass testing.

              Bangkok had 739 new cases, Nonthaburi 273, Samut Prakan 143, Chon Buri, 76, Samut Sakhon 65, Surat Thani, 53, Nakhon Pathom 47, Ayutthaya and Chachoengsao 35 each and Pathum Thani and Nakhon Si Thammarat 31 each.

              "The situation in Bangkok is still worrying and most new cases were found in congested communities," Dr Taweesilp said.

              There were nine new imported cases, seven of them quarantined arrivals from the United Arab Emirates, Brazil, Ireland, Iran (2), the United Kingdom and Bangladesh. The two others were a Thai man and woman who sneaked in from Malaysia and Cambodia respectively.

                Fifteen were men and 12 women. They were aged 30-90 years. Seventeen of them had diabetes. Other chronic illnesses included hypertension, heart disease, high cholesterol, obesity, lung disease, rheumatoid arthritis, previous stroke, renal disease, brain disease and cancer.

                Thirteen had been in close contact with infected family members, five lived in risk areas, one was a shop owner, another had contact with another confirmed case and one visited a risk area.

                The 2,044 new cases were reported in 68 provinces and included 2,040 local infections, 1,820 of which were confirmed at hospitals and 220 via mass testing.

                Greater Bangkok recorded 1,372 new cases and the rest of the country logged 668 new cases over the past 24 hours.

                Bangkok alone had 869 new cases (up from 739 the previous day), followed by 201 in Nonthaburi, 165 in Samut Prakan, 89 in Chon Buri, 69 in Samut Sakhon, 60 in Surat Thani, 39 in Pathum Thani, 33 in Chiang Mai, 32 in Ayutthaya and 29 each in Nakhon Pathom and Ranong.

                Four new cases were quarantined arrivals from Malaysia (three Thais sneaking through the border) and Tanzania.

                • Eight measures to curb COVID-19 surge in Bangkok’s Khlong Toey community

                  Eight measures are being rolled out to deal with the spread of COVID-19 in the densely populated Khlong Toey community in Bangkok, which houses about 80,000 registered people and an unknown number of unregistered dwellers.

                  In his Facebook post today (Tuesday), Prime Minister Prayut Chan-o-cha detailed the following measures:

                  • Pro-active screening in 39 communities, with top priority given to 20 communities where infections have been detected. At least 20,000 are to be tested, with a minimum of 1,000 per day, to be conducted by a mobile labs.
                  • Those tested positive will be separated from their communities and grouped into green, yellow and red categories, according to the severity of the symptoms. Then they will be sent to the pre-admission centre at Nimitbutr stadium, or to the holding centre at Saphan Temple or to the field hospital in Samut Sakhon province.
                  • Those in the red category, or the severe cases, will be immediately sent to a general hospital operated by the BMA. A new field hospital, equipped with an ICU and 432 beds, has been set up at Chalerm Phrakiat Hospital in Thung Khru.
                  • High-risk people will be quarantined at home until they are notified of their test results. During the self-isolation period, they will be provided with food by their community leaders.
                  • A vaccination campaign to inoculate at least 50,000 people in two weeks, after which an additional 30,000 people will receive vaccine shots, to achieve 60% inoculation of the Klong Toey’s population.
                  • Plans to set up more field hospitals in Khlong Toey by the BMA and the Public Health Ministry.
                  • Logistic support such as provision of food, medication, protective items and other necessities.
                  • The remaining 49 districts in Bangkok must follow the Khlong Toey model in making preparations to cope with possible further COVID-19 spread.

                  The prime minister said he will closely monitor the situation in Khlong Toey and, if necessary, make adjustments to the measures to slow the surge to controllable level.

                  • BMA's Covid drug plan under review

                    The Public Health Ministry on Tuesday raised concerns about City Hall's plan to treat less serious Covid-19 patients with the anti-viral drug Favipiravir and asked that the proposed treatment be first approved by experts.

                    The concern came after Bangkok governor Aswin Kwanmuang said on Monday that the Bangkok Metropolitan Administration (BMA) would begin treating new Covid-19 patients at its field hospitals with Favipiravir as soon as they arrived.

                    Field hospitals are designated for patients with few if any symptoms, who are in the "green" category.

                    Mr Aswin said those patients would be given 50 tablets of Favipiravir over a five-day course of treatment: 10 tablets per day for five days for each patient.

                    Dr Taweesilp Visanuyothin, spokesman for the Centre for Covid-19 Situation Administration (CCSA), said concerns about the BMA's proposed treatment were raised at the Public Health Ministry on Tuesday, especially over the possibility of patients being resistant to it.

                    He said administering Favipiravir needed to be conducted under the close supervision of doctors and the Department of Medical Services had now been asked to look into the matter.

                    Assoc Prof Nitipatana Chierakul, chief of Division of Respiratory Disease and Tuberculosis, Faculty of Medicine at Siriraj Hospital, posted his concerns on Facebook, saying he disagreed with the idea of giving the drug to all Covid-19 patients for a number of reasons.

                    Firstly, he feared this could lead to a short-term supply shortage and the drug not being available to those in greater need; secondly, Favipiravir was considered a "non-rational drug and could produce adverse effects in some patients; thirdly, Assoc Prof Nitipatana said use of Favipravir was still in its early stages and so far there was no clinical data to prove it could prevent lung inflammation or even reduce the severity of patients' symptoms.

                    Favipiravir, which has been shown to reduce mortality rates and prevent the onset of more serious symptoms, is being prescribed by doctors to Covid-19 patients at an early stage of lung inflammation.

                    Assoc Prof Nitipatana said Favipiravir had been approved for emergency use in the first wave but that due to limited supply it had only been prescribed to patients with severe lung inflammation.

                    One review of clinical data showed that not only was the drug safe to use but that it could reduce severe symptoms and thus save patients' lives. However, the drug is not used in western countries and there is no academic evidence to endorse its effectiveness, the doctor added.

                    Thailand's drug sourcing panel stockpiled Favipiravir for use in the second wave and only 20% of stocks was used to treat the patients at that time.

                    Since the third wave has erupted, however, it has been prescribed widely, almost depleting the stockpile.

                    • Govt plans B225bn stimulus to rescue virus-hit economy

                      The government is planning to spend almost a quarter of a trillion baht in providing financial relief to low-income groups to cope with the economic hit from the biggest Covid-19 outbreak sweeping the nation since the pandemic began.

                      The cabinet gave in-principle approval on Wednesday for fiscal stimulus measures including extension of two cash handout programs by a month at a cost of 85.5 billion baht. It also proposed 140 billion baht worth of spending for co-payment and e-voucher programs and more cash handouts to welfare cardholders and special groups to stimulate domestic consumption, officials said.

                      The measures will be taken up by the cabinet for approval in coming weeks, according to Prime Minister Prayut Chan-o-cha.

                      “The government will implement the second-phase measures once the outbreak is contained possibly during July-December,” Gen Prayut said. “We expect these measures will cover 51 million people and generate 473 billion baht in the economy.”

                      Others key measures cleared at Wednesday’s cabinet meeting include:
                      • Cuts in electricity and water charges for most users during May and June
                      • Approval of 20 billion baht low-interest rate loans from state-owned banks
                      • State-owned banks to extend grace period for principal re-payment till year-end
                      • Approval of 12.6 billion baht budget for the Health Ministry to handle the third wave of infections

                      • Gems market in Chanthaburi closed for 14 days

                        The famous Gems Market, or Gems Road, in Thailand’s the eastern province of Chanthaburi has been ordered to close for 14 days, after a group of 52 African gem traders were found to be infected with COVID-19.

                        Dr. Apirak Pisut-arporn, the provincial health chief, said Friday that this cluster of infections has affected a large group of people, hence the need to conduct active screening among all the Africans in the province and other people in their communities.

                        The infected have been sent to hospitals for treatment, while those who were in close contact with them have been placed in isolation and under observation.

                        Governor Suthee Thongyaem also expressed concern that the infected African gem traders might have spread the disease among Muslims in the province, because they are also Muslims and pray at the Mosque during the fasting month of the Ramadan.

                        • Eight Thai national footballers and officials infected with COVID-19

                          Three members, two male and one female, of the Thai national soccer teams and five officials were found infected with COVID-19 on Friday and arrangements have been made to have them sent for medical treatment, according to the Football Association of Thailand (FAT).

                          FAT said that health officials have been asked to interview the infected players and officials, to trace those who were in close contact with them, so they can be asked to come forward for screening.

                          For the players and officials who tested negative, FAT said they will be isolated in their rooms for observation and advised not to leave their training camp.

                          All training activities have been suspended and entry to the camp by other footballers has been postponed, until the situation in the camp has improved.

                          Meanwhile, a pineapple cannery, in Prachuap Khiri Khan province, and a cold storage unit in Samut Sakhon have been temporarily closed after a cluster of infections were detected at the two facilities.

                          Prachuap Khiri Khan Governor Pallop Singhaseni ordered the closure of the cannery in Hua Hin district for 14 days from Friday, after 112 employees in the plant tested positive for the virus.

                          Other employees, who tested negative, have been quarantined and a health centre has been set up in the grounds of the cannery to monitor those in quarantine.

                          In Samut Sakhon province, Governor Veerasak Vichitsangsri today ordered the closure of a processed seafood cold storage unit in Tha Chine sub-district, Muang district, until May 16th, after 39 of the 69 employees were found to be infected by the virus.

                              In the coastal province of Samut Sakhon, the centre of the second wave of the pandemic in mid-December, Governor Veerasak Vichitsangsri said yesterday that he had received reports from the private sector and individuals that a number of illegal migrant workers had arrived in the province, allegedly with the help of human trafficking gangs.

                              Admitting that he is very concerned about these reports, he said he has scheduled a meeting today with officials and business operators to discuss the problem and how to solve it.

                              • 100 quarantined in Phichit after 3 civil servants test positive

                                Three government offices in this northern province have been closed and 100 people sent to state quarantine facilities for 14 days after three people working in the offices tested positive for Covid-19.

                                Phichit governor Rangsan Tancharoen said the three three infected people lived in neighbouring Phitsanulok province and travelled from their homes to work at the offices — Thalor municipality, the provincial land reform office and the provincial legal execution office — in Phichit.

                                They later fell sick and took Covid tests. The results showed they tested positive for the virus, he said on Saturday.

                                Almost 100 people known to have come into contact with the three people were asked to stay at state quarantine facilities where their conditions wold be observed for 14 days. The three offices were also ordered closed.

                                Mr Rangsan said he also issued an order on Friday to bar government officials, state enterprise staff and employees of all local organisations from travelling outside Phichit without permission.

                                If they receive permission to travel outside the province, they must enter quarantine for 14 days upon their return as part of Covid control measures, he said.
