        • Parks, malls and eateries gradually reopening on first day of eased restrictions

A semblance of normality has started to return in Bangkok’s two popular public parks, Lumpini and Rodfai (railway), in beauty salons and barber’s shops as well as eateries inside and outside malls, although the number of customers is still small.

At the Rodfai Park, several joggers showed up as early as 5am, despite overnight rain and morning mist, when the park’s gate opened. Some joggers told Thai PBS that they are happy the park is open again, because it is more fun and relaxed to exercise in a spacious and green environment than at home.

Lumpini Park, which is a favorite location for many elderly Thais of Chinese descent to practice Tai Chi, an ancient Chinese form of exercise, chat and drink morning tea together, sprang to life this morning with regular joggers and exercise enthusiasts returning. The ban on social gatherings is, however, being strictly enforced, as is social distancing and mandatory wearing of face masks at all times in the park.

A fried chicken vendor, at the Kim Yong fresh market in Hat Yai district in the southern province of Songkhla, said in his Facebook post that, despite the easing of lockdown measures, many people are still scared to visit markets, so they remain eerily quiet today.

A barber’s shop owner in Laksi district of Bangkok said that, although there were few customers this morning, it is better for the shops to be open, because he has to pay rental fees every month.

At a supermarket in Bang Sue district, its car park, which has been half-empty every day for the past several weeks, contained more cars today as more shoppers showed up, but only a handful of customers were seen at the indoor eateries.

An official at one of the outlets said he is optimistic that more customers will return in the near future.: https://www.thaipbsworld.com/parks-m...-restrictions/

          • Revenue collection misses the target by 10% due to Covid-19

The government’s revenue collection in the first 10 months of fiscal year 2021 – October 2020 to July 2021 – was Bt1.9 trillion, lower than the estimated Bt216.8 billion, or 10.2 per cent, which is about the same level as the year before, the Finance Ministry reported on Wednesday.

“The Revenue Department missed the target by Bt142.7 billion or 9 per cent,” Fiscal Policy Office director Kulaya Tantitemit said.

“Meanwhile, the Excise Department missed its target by Bt67.5 billion or 12.9 per cent. State enterprise revenue also missed the target by Bt24.2 billion or 16.5 per cent.”

Kulaya said the Customs Department showed an improving trend of revenue collection due to an increase in exports and imports as the global economy started to recover from the pandemic.

“The impact from Covid-19 and lockdown measures resulted in decreased economic activity, which led to lower-than-expected revenue collection,” she said.

“The Finance Ministry estimates revenue collection for fiscal year 2021 will miss the target by 10 per cent or by about Bt200 billion. However, this should pose no problem as the government has already borrowed extra money to cover expenses,” she added.: https://www.nationthailand.com/in-focus/40005599

            • Recoveries higher than new infections, Health Ministry says, urging public to strictly follow health measures

Ministry permanent secretary Kiatiphum Wongrajit mentioned that the number of patients in Nonthaburi’s Busarakham Hospital went down from around 3,500 in the past two weeks to 1,500. Meanwhile, the number of patients in the Nimibutr Sports Building in Bangkok was less than 70.

Kiatiphum noted that Wednesday, September 1, was the first day the government permitted some businesses and restaurants in dark-red zones to reopen amid a relaxed lockdown, but everyone was still required to strictly abide by safety measures, including wearing masks, washing ones hands regularly and maintaining a safe social distance.

The objective was for the country’s economy to recover and for citizens to return to a new normal lifestyle, Kiatiphum said.

People have been advised to protect themselves as much as possible and avoid doing anything that puts them at an increased risk of contracting Covid-19.

Everyone has been asked to follow universal Covid-19 prevention measures:

              - Only leave home when necessary
              - Keep a safe distance from others
              - Always wear masks
              - Wash your hands regularly
              - Avoid touching your mouth, nose or eyes
              - Always clean and disinfect touched surfaces
              - Separate your personal belongings after returning home from outside
              - Eat hot or fresh food
              - If you feel you are at risk, take an antigen test using an ATK set.

Kiatiphum said the situation in the coming two weeks would be closely monitored. The government will allow the reopening of more businesses and activities as the situation gets hopefully better.

Apart from this, he urged the public to get inoculated to create immunity for themselves and protect against severe Covid-19 symptoms or death if infected.: https://www.nationthailand.com/in-focus/40005606

Four Covid-19 deaths and 881 new infections were reported in Chon Buri on Thursday, with most new cases found in Si Racha district.

The number of patients discharged after treatment outnumbered the new cases, at 1,336.

The new infections brought the provincial total to 64,187. Of these, 48,695 have already recovered. A total of 15,098 patients were still in hospitals.

The four deaths brought the total to 394, the provincial public health office said in an update posted on its Facebook page on Thursday.

Of the new infections, 240 caught the disease from family members, 127 from colleagues, 24 from people close to them and one had been to a party.

Sixty cases were linked to six clusters –Thai President Foods Co in Si Racha district (19), The Indeed Condo Co’s workers construction camp in Phan Thong district (13), Bridgestone Technic Fiber Co in Bang Lamung district (8), Autoliv (Thailand) Co in Phan Thong district, (7), Hansol Electronics Co in Ban Bung district (7), and a chicken farm in Nong Yai district (6).

                • A Covid-19 ‘haunting’ in Buri Ram

A former Covid-19 patient went live on social media on Wednesday to share the eerie surroundings of the temple funeral hall in Buri Ram where he is being forced to isolate.

Facebook user “Acting Sergeant Jaruwong Nilbunpot”, who is a part-time rescue volunteer in Bangkok, posted a message and a video clip about his isolation in Buri Ram’s Nong Ki district.

The post read: “Breaking news from Nong Ki, Buri Ram: After 14 days of treatment at Nong Ki field hospital, the doctor gave me a certificate and told me to isolate myself at home for another 14 days. But what is this? Related authorities must take note. I have been isolated without being given three meals a day. I can be isolated anywhere but here – in front of the crematorium in a funeral hall. Why don’t they just cremate me? Why are they doing this? I’m so confused.”

Jaruwong also shared a clip capturing the haunting atmosphere at night, complaining bitterly that he had been discharged by the doctor and told to isolate at home, yet Thung Kraten community leaders insisted he spends time in the funeral hall.

The post immediately went viral on social media.

Jaruwong told reporters on Thursday that he had travelled to his partner’s home in Nong Ki district on August 19 and tested positive for Covid-19 three days later. He was then sent to a field hospital for treatment and discharged on September 1.

However, when he arrived at his partner’s house, community leaders pounced on him and insisted he shift to the funeral hall, which Jaruwong says is unfair and hopes some action will be taken.

His partner and everybody else in the house had tested negative.: https://www.nationthailand.com/in-focus/40005613

                  • Red Cross calls for blood donations

NAKHON RATCHASIMA: The Red Cross Society is in dire need of blood donations, with the local supply down to a critical level.

The society was able to supply only 30% of the amount requested by hospitals, chief of the Nakhon Ratchasima-based 5th National Blood Centre, Sirilak Piakkhunthod, said on Thursday.

Since the start of latest outbreak of the Covid-19 pandemic, blood donations in the four northeastern provinces under the centre's supervision - Nakhon Ratchasima, Chaiyaphum, Buri Ram and Surin - had dropped sharply, Ms Sirilak said.

In particular, donations were down in Nakhon Ratchasima.

She attributed this to disease control restrictions, citing working-from-home and online learning by students.

Before the latest outbreak, the centre had supplied 70-80% of the blood required by hospitals in Nakhon Ratchasima. Now, it was down to only 30%.

If the blood shortage continued, lives would be in danger, particularly patients with blood-related diseases who needed 1-2 units every 3-4 weeks, Ms Sirilak said

It was also a big problem for hospitals in dire need of blood for patients undergoing surgery.

She said the centre had sought help, asking for blood donations from Army Region 2, Provincial Police Region 3 and officials from government agencies.

Members of the public could donate at the blood centre in tambon Nong Bua Sala, the blood donation room on the lower ground floor of Terminal 21 shopping mall in Muang district, at Rajabhat Nakhon Ratchasima’s Red Cross blood room or at hospitals, Ms Sirilak said.: https://www.bangkokpost.com/thailand...lood-donations

                    • Thai-made Baiya vaccine enters 1st human trial this month

Baiya Phytopharm will launch the first human trials of its Covid-19 vaccine this month.

The sub-unit Baiya vaccine will be tested on volunteers once the Food and Drug Administration (FDA) gives the green light, said the company’s co-founder and chief technology officer, Waranyu Pooncharoen.

If results from human trials meet expectations, production of the vaccine can begin in mid-2022, she added.

The Baiya vaccine uses a genetically engineered tobacco extract to trigger an immune response against Covid-19.

The company plans to manufacture the vaccine at Asia's first plant-based vaccine factory, located in Chulalongkorn University.

Waranyu also revealed that Baiya Phytopharm may adjust the formula for its second-generation booster vaccine to fight emerging variants such as Delta, which is the dominant strain in Thailand. However, the company will check results of the Phase 1 human trial before deciding whether to reformulate the booster.

Baiya is one of four Covid-19 vaccines being developed in Thailand. The others are Chulalongkorn University’s ChulaCov19 (Phase 2 human trials), the Government Pharmaceutical Organisation’s HXP-GPO Vac, and Biotech’s nasal-spray vaccine.: https://www.nationthailand.com/blogs/life/40005629

                      • THB110 million paid out in vaccination compensation

The National Health Security Office (NHSO) has so far received 3,888 applications for its vaccination compensation programme, with 99 requests still pending further information.

NHSO committees have considered 2,875 complaints of adverse effects from vaccination and agreed to pay initial compensation totalling 110.29 million baht. However, 914 of those complaints were rejected by officials.

NHSO secretary-general Jadej Thammathacharee said initial compensation was divided into three levels according to the severity of adverse reactions.

Level 1 offers compensation up to 100,000 baht for symptoms requiring continuous treatment. There were 2,641 recipients of level 1 compensation.

Level 2 offers compensation of up to 240,000 baht for damage, dismemberment or disability that affects livelihood (12 recipients).

Level 3 offers up to 400,000 baht in case of death or permanent disability after vaccination. A total of 222 recipients and relatives of the deceased have received level 3 payments.

Bangkok had the most complaints with 840 cases, followed by Chiang Mai (559) and Ubon Ratchathani (451). However, Saraburi saw the highest compensation payment – of 13 million baht.

Payment of initial compensation is not an admission that the vaccination had caused the adverse effects, but rather a remedy to reduce the impact, said Dr Jadej. He added that the NHSO will not ask recipients to return the compensation money even if it is later proved that the symptoms in question were not caused by the vaccine.: https://www.nationthailand.com/blogs/in-focus/40005628

                        • An oral pill is expected to treat variants of COVID-19. The CEO of Pfizer announced that an antiviral treatment for the disease could be available to the public by the end of 2021.

A news article in the UK says Pfizer is currently conducting trials in the U.S. and Belgium, where adult volunteers are taking pills to help find a “cure” for COVID-19. Pfizer CEO Albert Bourla said “it is accurate” to say the company is “working on” such therapies. The company is actually testing two antivirals, one that is injected and one that is taken orally.

Bourla explained Pfizer is focusing on the oral option because it provides multiple advantages, including people not coming to the hospital. He described the oral antiviral pill as a “game changer.” He says the end of the year is a reasonable time frame for availability to the public, all depending on the success of the trials and FDA approval.

Although it’s still new, Pfizer announced the beginning of Phase 1 clinical trials of the drug - PF-07321332 - in late March. An article says it’s designed to work by stopping SARS-CoV-2 from replicating in the cell.

"Tackling the Covid-19 pandemic requires both prevention via vaccine and targeted treatment for those who contract the virus," said Mikael Dolsten, Pfizer's chief scientific officer, "Given the way that SARS-CoV-2 is mutating and the continued global impact of COVID-19, it appears likely that it will be critical to have access to therapeutic options both now and beyond the pandemic."

The Bangkok Metropolitan Administration (BMA) is planning to launch a new round of registration for Covid-19 jabs via its Thai Ruam Jai website if it has enough doses available.

Governor Aswin Kwanmuang said second jabs are currently being provided to Bangkok residents at 25 vaccination stations across the city.

He said once the administration of second jabs is completed, BMA will check to see how many doses are remaining. If there are any left, it will launch a new round of registration via the Thai Ruam Jai website immediately, the governor added.

From June 7 to August 21, 1,361,511 people in Greater Bangkok received their first AstraZeneca jab. Of those vaccinated, 1,045,219 were aged between 18 and 59, while 316,292 were seniors or people with chronic conditions.

                              • Exodus from Bangkok as national bus service resumes after 1 month

Interprovincial buses began operating again from Bangkok on Wednesday (September 1) after the service was shut down for a month due to the Delta outbreak. The service is a vital link between Bangkok’s army of migrant workers and their hometowns upcountry.

Bus operator Transport Co said its services had resumed on eight routes to the North, 10 routes to the Northeast/East and eight routes to the South. However, the number of trips was still down 30-40 per cent on normal levels.

On Wednesday morning, passengers had booked 44 per cent of seats on Northern buses and 20 per cent on Northeast/East buses, said Transport Co president Sanyalux Panwattanalikit.

The buses are allowed to operate at 75 per cent passenger capacity with Covid controls, including a ban on eating.: https://www.nationthailand.com/blogs/in-focus/40005576
