    • Travellers from three border provinces to Songkhla face tighter controls

      Checkpoints have been set up on main roads linking Thailand’s Songkhla province with Yala, Pattani and Narathiwat for the random screening of people coming from the three southern border provinces, in an escalated attempt to prevent the spread of the COVID-19 pandemic.

      New infections in the three provinces continue to surge, with Pattani logging 566 cases today (Wednesday), the most in southern region.

      Dr. Anurak Saraparb, the provincial health chief, said today that tighter measures have been imposed on eateries, requiring both the operators, staff and dine-in customers to be fully inoculated, otherwise the customers can only use take-away services.

      He also said that the provincial administration has hastened the setting up of community isolation facilities, with capacity to accommodate up to 10,000 patients, to cope with the rising number of infections in the province.

      In Muang district of Yala province, 27 labourers at a para-rubber factory have been isolated at home and at their work place after they tested positive for COVID-19, because the general and field hospitals are full.

      Songkhla Governor Jesada Chitrat, meanwhile, said that health officials have stepped up vaccination efforts, with the aim to inoculate up to 70% of the population within this month.

      • Covid death toll jumps in Nakhon Si Thammarat

        Eighteen Covid-19 deaths were reported in this southern province in two days, sparking worries among the families of infected people.

        The death toll spiked to unprecedented levels of 10 and eight on Tuesday and Wednesday, respectively, according to official records on Thursday.

        The bodies of the dead were taken to Wat Bunnarob in tambon Nai Muang of Muang district where abbot Phra Khru Palad Bovornthammo offered free cremation services.

        The daily infections in the province were also high over the past two days, at 510 and 499 respectively. The figures did not include local people who had been infected elsewhere and returned to seek treatment in their home province.

        Provincial public health office chief Charaspong Sukkree on Thursday ordered officials to use a building at his office as a Covid-19 screening venue for at-risk people from many clusters in the province.

        Authorities were keeping a close watch on six clusters in Muang, Hua Sai, Tha Sala, Sichon, Cha-uat and Phrommakhiri districts.

        • 'Swab hubs' for arriving tourists

          Bangkok is set to reopen to fully vaccinated international visitors next month with "swab hubs" being set up to test tourists upon their arrival in the capital.

          Bangkok governor Pol Gen Aswin Kwanmuang said that the government has laid down a policy to reopen the country on Nov 1 and precautions include testing and quarantine measures.

          As for the shortening of nighttime curfew hours starting on Saturday, City Hall will wait for an official announcement of the easing of virus curbs to be published in the Royal Gazette, Pol Gen Aswin said, adding that details regarding countdown events will then be discussed.

          Pol Capt Pongsakorn Kwanmuang, City Hall spokesman, said that City Hall has put in place measures to welcome back foreign visitors that are in line with the government's reopening plan.

          Bangkok needs to try and prevent transmissions among residents and foreign visitors so City Hall will set up Covid-19 screening points in the capital, similar to Phuket, he said.

          In Phuket, screening points are set up at hotels where tourists check-in. But City Hall plans to set up swab hubs across the capital to carry out swab tests on foreign visitors.             • CCSA approves plan to buy 50,000 courses of anti-viral Molnupiravir drug

              Thailand’s Centre for COVID-19 Situation Administration (CCSA) today (Thursday) approved the Public Health Ministry’s proposal to procure 50,000 courses of the anti-viral Molnupiravir drug, made by US pharmaceutical company Merck.

              CCSA spokesman Dr. Taweesin Visanuyothin said that the proposal will be submitted to the cabinet for a final approval. He did not, however, give any details on the price of the drug nor on when they are to be delivered to Thailand.

              Merck has recently been accused of profiteering by overcharging for Molnupiravir capsules, priced at US$712 for a five-day course.

              According to an analysis by Melissa Barber, of Harvard T.H Chan School of Public Health, and Dzintars Gotham, of King’s College Hospital in London, the production cost of Molnupiravir capsules is US$1.74 per unit, or US$17.74 for a five-day course.

              Dean Baker, a senior economist at the Centre for Economic and Policy Research, noted that the US$712 price is what the US government paid for the drug and it amounts to a roughly 4,000% mark-up.

              Dr. Taweesin said that the CCSA also acknowledged the Public Health Ministry’s vaccine procurement plan for this year, totalling 127 million doses, including 62.5 million doses of China’s Sinopharm and US-produced Moderna vaccines.

                • No refund for Moderna reservation, say private hospitals

                  Private hospitals will not provide refund for customers who have reserved the Covid-19 Moderna vaccine after importer ZP Therapeutics announced on Thursday that the vaccine arrival will start in November, said Dr Chalerm Hanpanich, president of Private Hospitals Association.

                  “Customers can, however, reschedule the vaccination to later date, or transfer the right to other person,” he added.

                  ZP Therapeutics said in the statement on Thursday that they expect 1.9 million doses of Covid-19 vaccine Moderna to arrive in Thailand within the fourth quarter of 2021. Based on the latest schedule provided by Moderna, delivery is anticipated to begin in November at 100,000 to 300,000 doses per week. The remaining 6.8 million doses are expected to be delivered in the first quarter of 2022.

                  “Many people have refused to receive 3rd jab or booster shot of other vaccines provided by the government as they prefer waiting for Moderna vaccine,” said Chalerm. “I would recommend that you should get the booster shot now and reschedule your Moderna shot for later date, as the Association does not know for sure if there will be a delay in delivery.”

                  “The advantage of Moderna vaccine is that it can be provided to children aged 12-17 years. Furthermore, a booster shot will be a requirement for Covid-19 prevention in 2022,” he added.

                  • More Covid-19 lockdowns in Nakhon Si

                    Five more communities in Muang district were put under lockdown on Friday, as the rate of Covid-19 transmissions in this southern province remained high.

                    Muang municipality put up announcements closing off the following residential areas – Phetjarik (Soi Tachom), Salameechai (Soi Nai Yaem), Champa Khom (Soi Islam Phatthana), Talad Hua-it (Soi Mae Phayom 1) and the community in front of Kwaeng Kan Doen Thang.

                    This brought the total number of communities under lockdown to 23.

                    Screening checkpoints were operating in front of the communities, to prevent the spread of the virus. Municipal and health officials were conducting mass Covid-19 testing of people in at-risk and nearby areas.

                    Provincial authorities on Friday reported two more Covid-related deaths and 369 new cases in 21 of the 23 districts of this southern province.

                    • More Moderna, Pfizer vaccines to be procured by Thammasat University, private hospitals

                      Thammasat University has entered into agreements with two private hospitals to procure seven million doses of Pfizer and Moderna mRNA vaccines, to be distributed to a network of private hospitals.

                      The university has also contacted a vaccine institute in an eastern European country, with the help of the Thai embassy there, to seek the donation of 3 million doses of Moderna vaccine.

                      On the Facebook page of Thammasat field hospital on Thursday, the university said that, in the past eight weeks, with the approval of the university’s council, they have been working hard to procure vaccines and other medical supplies for the Thai people and patients at Thammasat field hospital.

                      In September, the university signed a deal with a private hospital to procure two million doses of Moderna, to be administered via private hospitals. It said that all the expenses would be borne by the private hospital, with 100,000 doses from this deal being donated to Thammasat, which will be administered to patients and the general public free of charge.

                      For the five million doses of Pfizer and Moderna vaccines, the university said a deal was agreed in late September with a private hospital, which will be responsible for paying all the expenses. Thammasat will receive a portion of vaccine from his deal, amounting to several hundred thousand doses, as a donation and the vaccine will be administered to the people for free.

                      As for the three million doses of Moderna, to be donated by a European vaccine institute, the university will be responsible for the logistics costs.

                      Furthermore, in late August, the university opened negotiations with a European vaccine manufacturer to join the company in the Phase 3 trial of its protein based vaccine, to be conducted in Thailand.

                      If the vaccine is approved by the World Health Organization within December, the university hopes to be able procure protein based vaccine from the firm, in collaboration with an as yet unnamed business operator in Thailand.

                      Also, Thammasat University has entered into a deal with a generic drug manufacturer in India for joint human trials of the efficacy of the India-produced anti-viral Molnupiravir drug in COVID-19 patients in Thailand, with the costs of the local trials to be borne by the university.

                      The university plans to procure 200,000 capsules of Molnupiravir for local patients.

                      Each patient is required to receive a five-day course of the drug for the treatment of COVID-19.

                        • Public Health Ministry to consider 2nd Pfizer jab for schoolboys next week

                          The Education Ministry announced on Saturday that as of Thursday, more than 864,000 students in the 12-18 age range had received one jab of the Pfizer mRNA vaccine.

                          Though the Royal College of Paediatricians has advised that boys aged 12-16 be only given one jab to prevent the risk of myocarditis or heart inflammation, the Public Health Ministry is reconsidering this advice.

                          “The ministry will next Wednesday discuss whether boys in the 12-16 age group should get a second jab,” deputy government spokesperson Ratchada Thanadirek said.

                          “Hopefully we will have a conclusion before October 25, when medics will start administering second jabs.

                          “To avoid confusion, parents should ignore information from unconfirmed sources and only follow official updates from the Public Health Ministry.”

                          According to the Public Health Ministry’s plans, children aged 12 to 18 are to get their first and second jabs at an interval of three to four weeks starting from October 4.

                          Separately, the Higher Education, Science, Research and Innovation Ministry reported that about a million doses have been provided to students and staffers at colleges and universities, Ratchada said.

                          “Of these, about 616,000 people have received their first jab, while some 384,000 people have been fully vaccinated.

                          “So far, over 4.07 million children aged between 12 and 18 have registered for inoculation with the communicable disease committee in each province,” she added.

                          • Late Pfizer jabs blamed on scheduling mishap

                            The Department of Disease Control clarified on Saturday why Pfizer jabs for students at 13 schools in Bangkok have been delayed, explaining that it was due to miscommunication.

                            Director-general Opas Karnkawinpong said their late arrival was not because of a supply shortage, but a lack of coordination in terms of scheduling.

                            He was responding to reports that City Hall had failed to deliver the jabs on time.

                            The DDC chief said the students were originally scheduled to receive their shots on Friday, the same day the vaccine arrived at the department. However due to a communication mix-up, the vaccines would not be ready for distribution until Monday, forcing their appointments to be rescheduled, he added.

                            He also noted there was a sufficient supply of Pfizer shots for students aged 12-17 and said they should receive their first jab by the time their schools reopen next month.

                            • Nakhon Si Thammarat quiet after being declared a COVID-19 “dark red” province

                              The Muang district of Thailand’s southern province of Nakhon Si Thammarat has fallen quiet, with about half of the shops shuttered, light traffic and fewer people in public venues, after the province was designated as a “maximum control and restrictive” or “dark red” zone by the Centre for COVID-19 Situation Administration, due to a recent surge in new COVID-19 infections.

                              More checkpoints have been set up on main roads in the township, such as on Karome and Ratchadamnoen roads, with police and health officials carrying out random COVID-19 tests among passengers on public transport.

                              517 new COVID-19 cases and two more deaths were recorded on Friday, raising accumulated infections in the province, since April 1st this year, to 22,984.

                              Governor Kraisorn Visitwong said, today (Saturday) that, after the “dark red” designation, the provincial communicable disease committee has decided to postpone indefinitely the resumption of on-site classes, scheduled for November 1st.

                              He said that a working committee will assess the readiness of each school, teachers and students to resume on-site learning and then submit its findings to the provincial communicable disease committee for consideration.

                              Meanwhile, it is reported that about 30 medics at the Maharaj Hospital have tested positive for the virus and about 100 more people are considered to be at high risk for having close contact with the infected.

                              According to the CCSA, 10,648 new infections and 82 more deaths were recorded nationally in the past 24 hours. There were 10,794 recoveries and 107,378 are still undergoingtreatment, with 41,251 in general hospitals and the rest in field hospitals and other isolation facilities. 668 are on ventilators.

                              • Ten provinces on Covid watchlist

                                Ten provinces are on the Public Health Ministry's Covid-19 watchlist due to spikes in community transmissions, said permanent secretary Kiatiphum Wongrajit.

                                He said the Covid-19 situation in Songkhla, Yala, Narathiwat, Pattani, Nakhon Si Thammarat, Tak, Ratchaburi, Rayong, Chanthaburi and Nakhon Ratchasima is being closely monitored.

                                A Covid-19 containment plan will be drawn up to curb the spread of the virus while rapid testing and vaccination campaigns for vulnerable groups will be ramped up, he said.
