      The prime minister has ordered an end to the curfew in 17 provinces, including Bangkok, from Oct 31 to support the reopening of the country to fully vaccinated foreign tourists on Nov 1.

      The order, signed by Gen Prayut Chan-o-cha, was published in the Royal Gazette late on Thursday night.

      It said the Covid-19 situation in the country was improving with stable new caseloads and faster patient recovery, and it was necessary to revive the national economy.

      The curfew will therefore end at 11pm on Oct 31 in the "Sandbox" provinces that were declared maximum and strict control zones but have tourism significance and are designated for reopening.

      From Oct 16, the curfew has been from 11pm to 3am in maximum and strict control provinces.

      The 17 provinces where the curfew will end are:

      - Bangkok

      - Krabi

      - Chon Buri (only in Bang Lamung, Pattaya, Si Racha, Koh Si Chang and tambon Na Jomtien and tambon Bang Sare of Sattahip district)

      - Chiang Mai (in Muang, Doi Tao, Mae Rim and Mae Taeng districts)

      - Trat (on Koh Chang only)

      - Buri Ram (in Muang district only)

      - Prachuap Khiri Khan (in tambon Hua Hin and tambon Nong Kae only)

      - Phangnga

      - Phetchaburi (in Cha-am municipality only)

      - Phuket

      - Ranong (on Koh Phayam only)

      - Rayong (on Koh Samet only)

      - Loei (in Chiang Khan district only)

      - Samut Prakan (only at Suvarnabhumi airport)

      - Surat Thani (on Koh Samui, Koh Phangan and on Koh Tao only)

      - Nong Khai (in Muang, Sangkhom, Sri Chiang Mai and Tha Bo districts)

      - Udon Thani (in Muang, Ban Dung, Kumphawapi, Na Yoong, Nong Han and Prachak Silapakhom districts)

      The number of people at public gatherings in the tourist reopening zones will be capped at 500.

        Thailand to open to 46 COVID-19 low risk countries on November 1st

        The 46 countries, whose citizens will be allowed to enter Thailand without quarantine if they meet the requirements set by the Thai government, are Australia, Austria, Bahrain, Belgium, Bhutan, Brunei Darussalam, Bulgaria, Cambodia, Canada, Chile, China, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Lithuania, Malaysia, Malta, the Netherlands, New Zealand, Norway, Poland, Portugal, Qatar, Saudi Arabia, Singapore, Slovenia, South Korea, Spain, Sweden, Switzerland, United Arab Emirates, United Kingdom, the United States and Hong Kong.

        Foreign tourists from the low risk countries must be fully inoculated with two doses of a recognised vaccine, have negative results from RT-PCR tests taken no more than 72 hours prior to arrival in Thailand, take another RT-PCR test within 24 hours of arrival, have a minimum of US$50,000 health insurance coverage while in Thailand, have written or electronic confirmation of hotel bookings and have negative test results before travelling domestically without quarantine.

        In reopening Thailand’s borders to more countries, Prime Minister Prayut Chan-o-cha explained, in his Facebook post Thursday night, that he realises that several other countries in the region, such as Bali in Indonesia, the Philippines, Australia and Malaysia, as well as the US, have made similar announcements.

        He said that, if Thailand wants to attract more foreign tourists “Thailand has to move faster and move now and, if we wait for everything to be perfect, we will miss the chance and tourists may visit the other countries instead.”

        The prime minister said that he has consulted with all parties concerned about the change of plan and has urged the Ministry of Public Health to speed up mass vaccinations.

        Acknowledging the greater risk of more COVID-19 infections as a result of this sudden change of plan, the prime minister said that the risk is worth taking because Thailand, like many other countries, is now better able to cope with the disease and is learning to live with the virus.

                    'Limit the entry curbs'

                    Nov 1 marks the moment of truth for the much-anticipated reopening of the country's tourism with Bangkok billed as the crown jewel of the sandbox scheme amid calls for practical measures to make it work.

                    Tourism businesses are counting down to the day when they can reopen their doors to fully-vaccinated overseas visitors.

                    These visitors fall into two categories: those from low-risk countries exempt from quarantine; and individuals from non-exempt countries, whose travels are restricted within the sandbox area for seven days during which they must reserve rooms at the SHA Plus hotels.

                    The quarantine-exempt visitors must wait for the RT-PCR test results at a hotel for one night or until the test result turns out negative.

                    Those from non-exempt countries must await their RT-PCR test results at the designated hotels before setting off on their travels.

                    However, visitors from non-quarantine exempt countries arriving via the country's international airports also must join the sandbox programme.

                    Bangkok is one of 17 provinces where double-dosed visitors from 46 low-risk countries can visit with no quarantine requirement on Nov 1.

                    However, the capital is also looking to welcome arrivals from outside the 46 countries under the Bangkok sandbox programme which was discussed jointly by the Bangkok Metropolitan Administration (BMA), the Thai Chamber of Commerce (TCC) and the Tourism Authority of Thailand (TAT).

                    A source in the BMA said a follow-up meeting has been scheduled for Tuesday where details of the Bangkok sandbox are expected to be finalised.

                    Limiting entry curbs

                    Surapong Techaruwijit, a former president of the Thai Hotels Association, said everyone is tourism is eagerly looking forward to Nov 1.

                    They agreed the key to success lies in keeping conditions of entry down to the bare minimum.

                    "We shouldn't have the fully-vaccinated undergoing test after test, quarantine after quarantine," he said.

                    Those with double doses who test negative before landing in the country should be permitted to enjoy a holiday free of further tests once they get here, Mr Surapong said.

                    "The hotel operators are more than ready for reopening. It's been a painful struggle especially for staff, many of whom were furloughed or faced pay cuts," he said, adding the early stage of reopening could see about 50-60% of staff returning to work.

                    He said he believed people would decide whether to travel overseas based on re-entry regulations in their home country.

                    They might put their holiday plan on the back burner if their home countries require them to spend long periods of time in quarantine after returning from destinations rated as Covid-19 high risk.

                    Mr Surapong said he was confident there would be no resurgence of infections after the reopening, citing the Phuket sandbox programme where the virus did not come from overseas visitors but was transmitted among locals.

                      BMA checks Suvarnabhumi’s readiness before reopening

                      Officials from Bangkok Metropolitan Administration (BMA) on Monday visited Suvarnabhumi Airport to check its Covid-19 preventive measures before the province will reopen to vaccinated foreign visitors from November 1 onward.

                      Bangkok will join other 14 provinces in the pilot phase of reopening Thailand to foreign tourists. Under the plan, visitors travelling by air from countries have that a low level of Covid-19 infections will not have to quarantine, but they must prove they have received both jabs of an approved Covid-19 vaccine as well as produce a negative RT-PCR test result taken no more than 72 hours before flying.

                      The group, led by deputy governor Pol Lt-General Sophon Phisutthiwong and representatives from Tourism Authority of Thailand, Tourist Police Bureau and related agencies, witnessed the demonstration of Thailand Pass QR Code checkpoints at Concourse C Building, before visited the areas where foreign passengers will meet with staff from alternative quarantine hotels to ensure the efficient and safe transportation of passengers at Gate 9 of the Passenger Terminal.

                      After inspecting several areas of Suvarnabhumi Airport, officials traveled to Bangkok Marriott Marquis Queen’s Park Hotel in Khlong Toei district to check the hotel’s readiness in managing guest rooms, public areas, pools, spas and restaurants under Safety & Health Administration Plus (SHA+) standard. The SHA+ standard also requires employees of the business to be fully vaccinated against Covid-19 at least 70 per cent of the entire staff.

                        Thailand’s Nov 1 reopening will not put anyone at risk, promises CCSA

                        Opening tourist provinces to double-jabbed foreigners from November 1 should not put locals at risk provided everybody strictly follows Covid-19 preventive measures, the Centre for Covid-19 Situation Administration (CCSA)’s spokesperson Dr Apisamai Srirangsan said on Monday.

                        Under the plan, visitors travelling by air from 46 countries/territories that have a low level of Covid-19 infections will not be subjected to the 14-day mandatory quarantine. However, they have to prove that they have received both jabs of an approved Covid-19 vaccine at least 14 days earlier and provide a negative RT-PCR test result taken no more than 72 hours before flying.

                        “Please note that the governments of some countries on the list have yet to allow their citizens to travel to Thailand,” Apisamai said. “Also, the number of flights will be limited and closely monitored by the Civil Aviation Authority of Thailand [CAAT].                         As for worries that the increase in new cases in the 17 “blue zone” provinces may affect the reopening plan, Apisamai said “the CCSA and Public Health Ministry will use different criteria apart from infection rate to determine if the areas are ready to be reopened”.

                        The other important factors that may affect the decision include vaccination rate, the number of severe cases, deaths and readiness of the public health system.

                        “Only certain areas in the 17 blue-zone provinces will be reopened to foreign tourists, mostly cities with tourist attractions,” she said. “These areas have been carefully considered and picked by the provincial communicable disease committee, the Tourism and Sports Ministry, and tourist associations in the province.”

                        When asked if businesses that employ the “Covid-Free Setting” can refuse to serve unvaccinated customers, Apisamai said this measure was not mandatory but based on cooperation.

                        “The ‘Covid-Free Setting’, which includes maintaining social distancing, having staffers double-jabbed and regularly tested using the ATK, aims to keep both customers and employees safe from the virus.                           Delta Plus won't stop tourist plan

                          Detection of the first case of the Delta Plus variant of Covid-19 in Thailand will not affect the country's plan to reopen to international tourists on Nov 1, the Public Health Ministry said on Tuesday.

                          "Because viruses mutate all the time, only a mutation that causes severe illness and makes the virus spread easier or become resistant to drugs that treat the Alpha and Delta variants [of SARS-CoV-2] are considered significant," said Deputy Public Health Minister Sathit Pitutecha.

                          The discovery of Delta Plus, deemed a minor variant of the virus, will not disrupt the planned reopening of the country, Mr Sathit said.

                          The first Delta Plus infection was reported for the sake of ensuring transparency in information about Covid-19 in Thailand, which is necessary for prospective visitors to Thailand to know, he said.

                          From Nov 1, Thailand will begin welcoming visitors from 45 low-risk countries and one special administrative region without requiring them to spend time in Covid-19 quarantine if they are fully vaccinated and have tested negative for Covid-19 before travelling.

                          But they must stay at a designated hotel for one night while waiting for the result of a Covid-19 test done upon arrival, Mr Sathit said. After they have been cleared of having Covid-19, they will then be allowed to travel freely in the country, he added.

                          The male patient found to have been infected with the Delta Plus variant was staying in Kamphaeng Phet. The man received treatment and has recovered, said Supakit Sirilak, director-general of the Department of Medical Sciences.

                          A further investigation is underway to find out if any of the patient's close contacts were infected, said Dr Supakit.

                          The patient had travelled to Kamphaeng Phet from Ayutthaya before he exhibited symptoms. He underwent a test carried out by the Armed Forces Research Institute of Medical Sciences last month, he said.

                            Thailand Pass will be a boon to tourism industry, promises minister

                            The Thailand Pass, which will replace the COE (Certificate of Entry) system, will boost the number of arrivals significantly when the country reopens on November 1, Tourism and Sports minister Pipat Ratchakitprakan said on Tuesday.

                            “Hotel bookings under the Phuket Sandbox scheme for November went up considerably after October 21, when the list of 46 low-risk countries from where double-jabbed tourists can arrive without having to quarantine was released,” Pipat said.

                            “We expect the number of rooms reserved for November to surpass all other months since the sandbox scheme started in July.

                            “With the introduction of the Thailand Pass, the number of foreign travellers will likely rise from November until yearend, especially among those who had to suspend trips they had planned earlier,” he added. “This will help revive Thailand’s tourism industry, which has been suffering from the impact of the Covid-19 crisis for almost two years now.”

                            According to the Foreign Ministry, the Thailand Pass system is web-based and designed to make the documentation process for people entering Thailand more efficient. This system collects both travel and health information and will help facilitate the filing of TM6 and T8 forms.

                            From November 1, the Thailand Pass will replace COE and will be required for all fully vaccinated Thais and foreigners arriving from any of the 46 low-risk countries or those entering under the different sandbox programmes. The system also applies to people who have not been vaccinated or have received just one shot and are entering Thailand under the alternative quarantine programme.

                              Thailand’s main airport runs tests ahead of country’s reopening on Monday

                              Suvarnabhumi international airport conducted drills today (Wednesday) to test its readiness to cope with the arrival of foreign tourists on November 1st, when Thailand reopens its borders to arrivals by air.

                              The drill involved 150 people pretending to be tourists arriving from Germany, to establish how long it will take for each passenger to disembark, go through thermal sensors, process documentation, pass immigration and customs checks and leave the airport.

                              The airport’s Director Kittipong Kittikachorn said that the average time to complete the whole process should be about 25 minutes. The airport has also formulated guidelines for arriving passengers after their disembarkation.

                              First, passengers will be divided into those with a certificate of entry (COE) and those with the “Thailand Pass”. They will have a temperature check, with anyone over 37.3oC being separated for more health checks. The remaining passengers will go directly to the immigration checkpoints, baggage reclaim and customs checks before meeting officials in the arrival hall prior to heading for their hotels, which must have been booked in advance.

                              Kittipong assured the public that the airport is 100% ready, with 80 flights on due to land on Monday, the first being from Japan’s Narita airport, expected to land around midnight.

                              According to the Department of Consular Affairs, said arriving passengers are divided into those from 46 low-risk departure points, who need not be quarantined if they are fully inoculated with recognised vaccines, have produced a negative COVID-19 test result within the 72 hours before departure and have US$ 50,000 of health insurance coverage.

                              After passing RT-PCR tests upon arrival, they can travel anywhere in Thailand, but must download and install a tracking app and pass antigen tests at the end of their first week in Thailand.

                              The second group are passengers from other countries entering the 17 “sandbox” provinces for a minimum of 7 days without being quarantined at their hotels. They will be required to take an initial RT-PCR test at their hotel and a second on the 7th day of their stay.

                              Those who do not meet the conditions set for the first two groups are required to isolate at their hotels for 10 days, during which they will undergo RT-PCR tests before being able to venture out.

                              Ministry of Foreign Affairs Spokesperson Tanee Sangrat explained that “Thailand Pass” is a registration system, via the website tp.consular.go.th, for travel to Thailand which is intended to replace COEs on November 1stto reduce paperwork. He said, however, that tourists still need to apply for a visa and go through visa checks.

                              During the transition period, from COE to “Thailand Pass”, Thai embassies and consular offices abroad will continue to issue COEs via the website, coethailand.mfa.go.th, until November 1st.

                                Suvarnabhumi to welcome 30K passengers on Monday

                                The Airports of Thailand (AoT) says its six international airports are ready to welcome passengers as it expects 30,000 passengers to arrive at Suvarnabhumi airport on Monday, the day of the country's reopening to foreign tourists.

                                The AoT manages Suvarnabhumi, Don Mueang, Phuket, Chiang Mai, Mae Fah Luang–Chiang Rai, and Hat Yai international airports.

                                AoT president Nitinai Sirismatthakarn says new tech equipment have been procured for all six airports to adjust to the new normal. All airport personnel have also received booster shots to improve immunity against the coronavirus, Mr Nitinai says.

                                All agencies -- such as the airport quarantine office, immigration and customs -- have prepared drills to combat the virus at checkpoints, he says.

                                He says air traffic data shows Suvarnabhumi airport will facilitate about 440 commercial flights -- 230 domestic and 110 international -- and 100 cargo flights on Monday.

                                He says it has been estimated that those flights take up only 30% of the airport's capacity, noting there will be about 30,000 passengers at the airport, including 7,000 from international flights.

                                Mr Nitinai says the AoT has procured 196 common-use self-service (CUSS) kiosks to help passengers check-in and 42 common-use bag drops (CUBD).

                                He says the kiosks will help passengers check-in 6–12 hours before departure via the airline's app, noting the kiosks will display a virtual seat map so passengers can choose where they want to sit in advance.

                                Afterwards, passengers can use the CUBD for their baggage, Mr Nitinai said.
