    Thai Pass 'bugs' to be fixed

    The government is stepping up efforts to fix the Thailand Pass system after glitches following its launch last Monday when the country reopened to foreign visitors, a government spokesman said.

    The move comes after complaints by some tourists that they had either experienced delays in receiving QR codes or in some cases had not received them at all, following the approval of their travel applications.

    Government spokesman Thanakorn Wangboonkongchana said on Sunday that Prime Minister Prayut Chan-o-cha has been alerted to the problem and instructed state agencies to fix the new online system which was supposed to streamline the administration of travel and health requirements for both Thai and foreign travellers.

    Those wishing to visit the kingdom are advised to follow the instructions at tp.consular.go.th.

    Immediate approval was one of the highlight features of the platform for applicants whose vaccine certificates can be verified online by QR code, provided the issuing country has supplied the necessary "public key infrastructure (PKI)" for Thai authorities to verify the document.

    The Department of Disease Control (DDC) also carries out inspections according to the criteria set by the Public Health Ministry. A system has been put in place to verify Safety & Health Administration (SHA)-Plus accommodation bookings and alternative quarantine (AQ) systems.

    Once they have received approval, travellers can download the Thailand Pass QR code which enables them to prove their eligibility to airline and screening officers. They must also present negative Covid-19 results from test taken no later than 72 hours prior to travel.

    Mr Thanakorn said that the Ministry of Foreign Affairs is working with the Digital Government Development Agency and the DDC to improve the system.

    For example, drop-down lists of hotels affiliated with the hospitals where they have their tests will see information passed forward and reduce the onus on travellers to repeatedly present documents proving their present Covid status.

    Efforts are also being made to add more countries to the current list of 30 that have supplied PKIs to enable authorities to validate their vacine certificates, Mr Thanakorn said.

    Verification of vaccine documents will now take no more than three days, compared to the previous seven, he added.

    He also explained why some applicants had not received their QR codes.

    In some cases, uploaded vaccination documents had proved to be unintelligible, prompting Thai officials to resort to manual verification which takes much longer than the automated procedure, Mr Thanakorn said.

    In some cases, the hotels that visitors had booked were not linked to hospitals that conduct RT-PCR tests, he said.

    Jirapong Songwatcharaporn, a Pheu Thai MP for Nonthaburi, said he had received complaints from Thais overseas who registered for Thailand Pass that the system was slow, with many conditions.

    I never used the word “poor”. I used word “afford” as in “you can’t afford to visit Thailand for any length of time”

    Many people looking to vacation don’t have the time to travel halfway around the world for a couple weeks. Most select a vacation spot closer to home.

    Now,……….misquoting me. Must have hit a soft spot.

    Don’t worry about it. Ease up a bit.

    Come to grips with your limited abilities. I think everyone understands your limits and you should also.

    Six travellers found infected with COVID-19 since Thailand reopens on Monday

    Six travellers, of the 4,510 who have arrived in Thailand since the reopening of the kingdom to international travellers on Monday (November 1st), have been found to be infected with COVID-19, according to the Centre for COVID-19 Situation Administration (CCSA) today (Wednesday).

    Three of the infected were not required to be quarantined while the three others were isolated. No further details about the six were available at the time of publication.

    2,013 people flew into Bangkok’s Suvarnabhumi international airport on Tuesday and, of these, 1,769 met the “test and go” criteria, which means they were not placed in quarantine. 79 were categorized as “sandbox” cases and subject to seven days in isolation and the remaining 101 passengers were required be quarantined for 10 days.

    While Thailand is gradually welcoming international tourists with initiatives such as the Sandbox and the government’s opening plan, a survey by digital travel platform, Agoda, found while Thai people expect outbound travel to return soon – with one in two think travel in Asia will be possible within the next six months and 29 per cent for travel outside Asia, they are not inclined to hop on a plane to travel just yet until they feel more assured by health and safety protocols and vaccination rates.

    Travel expectations

    Half of Thai respondents anticipate that travel within Asia will be possible in the next six months, with 2 in 5 (40 per cent) anticipating some travel restrictions in place or travel through travel bubble or corridors only.

    When it comes to taking trips after restrictions are lifted, 51 per cent plan to travel in Asia and 42 per cent outside of Asia within a year or more, while 4 per cent and 5 per cent respectively hoping to travel immediately. Just under a quarter, 23 per cent, don’t plan to travel within Asia until at least 80 per cent of the world’s population is vaccinated against Covid-19. The figure is even higher for travel outside Asia (28 per cent) and is the highest among Baby Boomer (1946 – 1964) 32 per cent and Gen X (1965 – 1980) 29 per cent.

    Travel confidence

    The Agoda survey found that the top three factors that will give Thais the confidence to explore again are (#1) health and safety protocols followed by accommodations, (#2) knowing that hotel service staff are vaccinated, and (#3) being vaccinated against Covid-19 with at least one shot.

    24,000 tipped to fly daily in November

    An estimated 726,000 air passengers are expected to travel on domestic and international flights in the country this month, or about 24,200 per day, following the country's reopening, according to the Airports of Thailand (AoT).

    Of this number, 270,529 will be passengers on international flights operated to and from Thailand and the rest will be travelling via domestic flights, said Nitinai Sirismatthakarn, president of the AoT, on the second day of the country's reopening on Tuesday.

    A total of 31 inbound flights carrying about 2,600 passengers landed at Suvarnabhumi, the country's gateway airport, on Tuesday, said Kittipong Kittikachorn, general manager of the airport. Of those passengers, 1,500 were foreign nationals, he said.

    As for a shortage of transfer buses, which was experienced on day one of the reopening, Suvarnabhumi has worked with hotel operators to resolve the problem, he said.

    On Monday, more than 30,000 people registered and were approved for automated Covid-19 safety clearance under the Thailand Pass system, which is compulsory for visitors arriving in Thailand, said PM's Office Minister Anucha Nakasai.

    He was speaking during a visit to Suvarnabhumi airport on Tuesday to inspect the multi-party authorities' handling of incoming passengers.

    The minister gave his assurance that personal information is securely protected under the screening system, which meets European standards for handling personal data, he added.

    Under the Thailand Pass system, now in place at all international airports in the kingdom, passengers' vaccination documents are checked and verified using a QR code.

    Deputy Prime Minister and Public Health Minister Anutin Charnvirakul, meanwhile, insisted the Covid-19 testing, compulsory for all visitors on arrival before they are allowed to travel freely, is safe, accurate, fast and convenient. The testing process is conducted by the Disease Control Department, he said.

    As for the caseloads of Covid-19 infections, he said, the figures will likely rise in the coming days. However, the number of infected patients who experience severe or fatal illness are not predicted to rise due to the rate of vaccination.

    The government is speeding up the nationwide vaccination campaign, which is essential in combating Covid-19 transmission. Mr Anutin said in the event of infection, those inoculated are the least likely to develop critical conditions.

    Thailand open to 17 more countries Nov 1

    The Foreign Ministry on Saturday announced Thailand is to admit visitors from 17 more countries without quarantine if they have been fully vaccinated and have evidence of pre-flight negative Covid-19 test results from Nov 1, increasing the number to 63.

    The announcement was signed by Thani Thongphakdi, the ministry's permanent secretary.

    On Oct 21, Thailand issued an announcement to allow fully vaccinated travelers from 46 low-risk countries and territories to enter the country without quarantine from Monday. That number has now increased to 63.

    The 17 additional countries announced by the Foreign Ministry are: India, Taiwan, Laos, Myanmar, the Philippines, Croatia, Indonesia, Kuwait, Maldives, Mongolia, Nepal, Oman, Romania, Slovakia, Sri Lanka, Vietnam and Luxembourg.

    Suvarnabhumi to welcome 30K passengers on Monday

    The Airports of Thailand (AoT) says its six international airports are ready to welcome passengers as it expects 30,000 passengers to arrive at Suvarnabhumi airport on Monday, the day of the country's reopening to foreign tourists.

    The AoT manages Suvarnabhumi, Don Mueang, Phuket, Chiang Mai, Mae Fah Luang–Chiang Rai, and Hat Yai international airports.

    AoT president Nitinai Sirismatthakarn says new tech equipment have been procured for all six airports to adjust to the new normal. All airport personnel have also received booster shots to improve immunity against the coronavirus, Mr Nitinai says.

    All agencies -- such as the airport quarantine office, immigration and customs -- have prepared drills to combat the virus at checkpoints, he says.

    He says air traffic data shows Suvarnabhumi airport will facilitate about 440 commercial flights -- 230 domestic and 110 international -- and 100 cargo flights on Monday.

    He says it has been estimated that those flights take up only 30% of the airport's capacity, noting there will be about 30,000 passengers at the airport, including 7,000 from international flights.

    Mr Nitinai says the AoT has procured 196 common-use self-service (CUSS) kiosks to help passengers check-in and 42 common-use bag drops (CUBD).

    He says the kiosks will help passengers check-in 6–12 hours before departure via the airline's app, noting the kiosks will display a virtual seat map so passengers can choose where they want to sit in advance.

    Afterwards, passengers can use the CUBD for their baggage, Mr Nitinai said.

    In addition, the AoT also planned to bring passengers from the main terminal building to a newly opened SAT-1 building, which could increase the airport's capacity to accommodate more than 30 million passengers per year, he says.: https://www.bangkokpost.com/business...gers-on-monday

    Thailand’s main airport runs tests ahead of country’s reopening on Monday

    Suvarnabhumi international airport conducted drills today (Wednesday) to test its readiness to cope with the arrival of foreign tourists on November 1st, when Thailand reopens its borders to arrivals by air.

    The drill involved 150 people pretending to be tourists arriving from Germany, to establish how long it will take for each passenger to disembark, go through thermal sensors, process documentation, pass immigration and customs checks and leave the airport.

    The airport’s Director Kittipong Kittikachorn said that the average time to complete the whole process should be about 25 minutes. The airport has also formulated guidelines for arriving passengers after their disembarkation.

    First, passengers will be divided into those with a certificate of entry (COE) and those with the “Thailand Pass”. They will have a temperature check, with anyone over 37.3oC being separated for more health checks. The remaining passengers will go directly to the immigration checkpoints, baggage reclaim and customs checks before meeting officials in the arrival hall prior to heading for their hotels, which must have been booked in advance.

    Kittipong assured the public that the airport is 100% ready, with 80 flights on due to land on Monday, the first being from Japan’s Narita airport, expected to land around midnight.

    According to the Department of Consular Affairs, said arriving passengers are divided into those from 46 low-risk departure points, who need not be quarantined if they are fully inoculated with recognised vaccines, have produced a negative COVID-19 test result within the 72 hours before departure and have US$ 50,000 of health insurance coverage.

    After passing RT-PCR tests upon arrival, they can travel anywhere in Thailand, but must download and install a tracking app and pass antigen tests at the end of their first week in Thailand.

    The second group are passengers from other countries entering the 17 “sandbox” provinces for a minimum of 7 days without being quarantined at their hotels. They will be required to take an initial RT-PCR test at their hotel and a second on the 7th day of their stay.

    Those who do not meet the conditions set for the first two groups are required to isolate at their hotels for 10 days, during which they will undergo RT-PCR tests before being able to venture out.

    Ministry of Foreign Affairs Spokesperson Tanee Sangrat explained that “Thailand Pass” is a registration system, via the website tp.consular.go.th, for travel to Thailand which is intended to replace COEs on November 1stto reduce paperwork. He said, however, that tourists still need to apply for a visa and go through visa checks.

    During the transition period, from COE to “Thailand Pass”, Thai embassies and consular offices abroad will continue to issue COEs via the website, coethailand.mfa.go.th, until November 1st.

    Thailand Pass will be a boon to tourism industry, promises minister

    The Thailand Pass, which will replace the COE (Certificate of Entry) system, will boost the number of arrivals significantly when the country reopens on November 1, Tourism and Sports minister Pipat Ratchakitprakan said on Tuesday.

    “Hotel bookings under the Phuket Sandbox scheme for November went up considerably after October 21, when the list of 46 low-risk countries from where double-jabbed tourists can arrive without having to quarantine was released,” Pipat said.

    “We expect the number of rooms reserved for November to surpass all other months since the sandbox scheme started in July.

    “With the introduction of the Thailand Pass, the number of foreign travellers will likely rise from November until yearend, especially among those who had to suspend trips they had planned earlier,” he added. “This will help revive Thailand’s tourism industry, which has been suffering from the impact of the Covid-19 crisis for almost two years now.”

    According to the Foreign Ministry, the Thailand Pass system is web-based and designed to make the documentation process for people entering Thailand more efficient. This system collects both travel and health information and will help facilitate the filing of TM6 and T8 forms.

    From November 1, the Thailand Pass will replace COE and will be required for all fully vaccinated Thais and foreigners arriving from any of the 46 low-risk countries or those entering under the different sandbox programmes. The system also applies to people who have not been vaccinated or have received just one shot and are entering Thailand under the alternative quarantine programme.

    The COE website will stop taking registrations from November 1, though tourists can apply for a COE in advance at the Thai embassy or consulate until November 7. Thailand Pass will start accepting registrations from 9am on November 1 at: https://tp.consular.go.th/
