  • Thailand - Kingdom 'ready' for reopening

    Prime Minister Prayut Chan-o-cha on Thursday urged the public, businesses and government to cooperate in preparing for the country's reopening to fully vaccinated tourists next month.

    The Centre for Covid-19 Situation Administration (CCSA) has also eased additional virus curbs, including shortening nighttime curfew hours starting on Saturday

    Speaking after chairing a CCSA meeting, Gen Prayut confirmed that Thailand is ready for the reopening. It will go ahead as planned on Nov 1 and more restrictions will be relaxed on Dec 1, he said.

    Gen Prayut said disease control measures will stay in place to build confidence among Thailand's international visitors.

    "We will spend the remaining time in October and November considering the reopening of the country and easing curbs on businesses and activities based on recommendations from the Public Health Ministry," he said. "Right now, visitors from several countries want to travel to Thailand, but we must tread carefully.

    "What I want to declare today is that everyone should join hands," the prime minister said. "I also want to ask for cooperation from the public. This will be a small start for people so they can resume making a living.

    "When Thais join forces, they will always do things beyond expectations. I know everyone is working hard to make sure this [reopening] will happen," Gen Prayut said.

    "I am here to confirm our readiness to join hands and bring Thai tourism back to life. I want to seek cooperation from the public to tell the world how well-prepared Thailand is for the reopening."

    Taweesilp Visanuyothin, spokesman for the CCSA, said it decided on Thursday to allow fully vaccinated people from Britain, the United States, Germany, Singapore and China to visit the kingdom, if they can pass an RT-PCR test before they arrive from Nov 1 to Dec 31.

    Travellers from these five countries are considered as having a low risk of spreading Covid-19, he said, noting they will not have to quarantine upon arrival.

    The number of destinations opened to tourists will also be expanded from four provinces -- Phuket and parts of Surat Thani, Phangnga and Krabi -- to 15 provinces of economic significance from Nov 1-30.

    The 15 provinces would include all of Bangkok, Samut Prakan (only Suvarnabhumi airport), Prachuap Khiri Khan (Hua Hin district) and all of Krabi and Phangnga, Dr Taweesilp said.

    From Dec 1, another 16 major provinces would reopen, including Chiang Rai, Mae Hong Son, Lamphun, Phrae and Sukhothai, he said. The operations committee of the CCSA had yet to finalise the entire list of the additional provinces, Dr Taweesilp said.

    The CCSA on Thursday also announced that starting tomorrow, the number of dark-red provinces of maximum and strict Covid-19 control will be cut from 29 to 23, and the nighttime curfew will be shortened. More businesses also can resume.

    The number of red provinces of maximum control will also decline from 37 to 30, and orange-coded provinces will rise from 11 to 24.

    The 23 dark-red provinces will include Bangkok, Kanchanaburi, Chanthaburi, Chon Buri, Chachoengsao, Tak, Nakhon Pathom, Nakhon Nayok, Nakhon Si Thammarat, Narathiwat, Nonthaburi, Pathum Thani, Prachin Buri, and Pattani.

    In dark-red zones, the curfew will be eased to 11pm to 3am for at least the next 15 days, instead of the current 10pm-4am. Convenience stores and markets could open until 10pm, and amusement areas could reopen.

    Cinemas, eateries, theatres, stadiums, public parks and shopping centres could stay open until 10pm. Daycare centres for elderly people could reopen, and public transport vehicles could make use of all passenger seats.

    Trade, convention and exhibition centres and the like at hotels and department stores could organise meetings of up to 500 people, but food would have to be served in individual servings, and people must wear face masks. Meetings would be limited to two hours and end by 10pm.

    Shopping centres, except those in dark-red zones, would be able to reopen their arcades.

    Entertainment venues will remain closed, including pubs and karaoke parlours, because of the high risk of disease transmission, Dr Taweesilp said.

        • Koh Chang hotel bookings hit 90%

          Holidaymakers are flocking to Koh Chang as Covid travel restrictions ease, with hotel reservations for the long weekend next week reaching 90% on the island and neighbouring Koh Mak and Koh Kut.

          In Laem Ngop district on the mainland, many cars with tourists queued at Ao Thammachat pier for ferry services to Koh Chang on Saturday.

          Satkhasit Mungkarn, chairman of the Trat Tourism Industry Council, said the tourism outlook has been improving gradually since the Centre for Covid-19 Administration eased travel restrictions at the start of this month. More people are visiting Koh Chang, especially on weekends, helping to boost the economy of the province.

          Hotels rated 3 and 4 stars on Koh Chang, Koh Mak and Koh Kut, report more than 90% room bookings in advance for the three-day holiday next week from Oct 22-24, said Mr Satkhasit.

          “The latest survey shows Koh Chang is on a list of the top 10 tourist destinations in Thailand,” he said. “In the second phase of the reopening of the country, Koh Chang is ready for everything under the Thailand Safety and Health Administration (SHA) or SHA Plus.”

          More than 70% of Trat residents have received their first coronavirus vaccine shot and it is expected that more than 70% will have received their second dose by the end of October. “Koh Chang is officially ready to receive tourists,” he said.

            • The Thailand Pass, which will replace the COE (Certificate of Entry) system, will boost the number of arrivals significantly when the country reopens on November 1, Tourism and Sports minister Pipat Ratchakitprakan said on Tuesday.

            “Hotel bookings under the Phuket Sandbox scheme for November went up considerably after October 21, when the list of 46 low-risk countries from where double-jabbed tourists can arrive without having to quarantine was released,” Pipat said.

            “We expect the number of rooms reserved for November to surpass all other months since the sandbox scheme started in July.

            “With the introduction of the Thailand Pass, the number of foreign travellers will likely rise from November until yearend, especially among those who had to suspend trips they had planned earlier,” he added. “This will help revive Thailand’s tourism industry, which has been suffering from the impact of the Covid-19 crisis for almost two years now.”

            According to the Foreign Ministry, the Thailand Pass system is web-based and designed to make the documentation process for people entering Thailand more efficient. This system collects both travel and health information and will help facilitate the filing of TM6 and T8 forms.

            From November 1, the Thailand Pass will replace COE and will be required for all fully vaccinated Thais and foreigners arriving from any of the 46 low-risk countries or those entering under the different sandbox programmes. The system also applies to people who have not been vaccinated or have received just one shot and are entering Thailand under the alternative quarantine programme.

            The COE website will stop taking registrations from November 1, though tourists can apply for a COE in advance at the Thai embassy or consulate until November 7. Thailand Pass will start accepting registrations from 9am on November 1 at: https://tp.consular.go.th/.

            • DES Ministry warns of fake Thailand Pass registration website

              Ministry of Digital Economy and Society (DES) on Friday warned people of a website claiming to let visitors register for Thailand Pass, a new system for vaccinated visitors who wish to enter Thailand that has replaced the Certificate of Entry (COE) since November 1.

              “The website address is www.thailandpass.org,” said DES spokeswoman Nopphawan Huajaiman. “The ministry’s Information Department has investigated and confirmed that it has no affiliation with the DES or any government agency.”

              “To apply for Thailand Pass, you must visit https://tp.consular.go.th, which has opened for registration since November 1 at 9am,” she said.

              Nopphawan added that the Ministry of Foreign Affairs has been working with Digital Government Development Agency (DGA), the developer of Thailand Pass registration platform, to ensure the smooth operation for all registrants. “Since the registration platform is still new, some users might experience some problems when using the website. The responsible agencies are aware of this and will fix them as soon as possible,” she said. “DGA is also working on optimizing the Thailand Pass website for mobile phone users.”

              • CCSA to consider replacing COVID RT-PCR with antigen tests for vaccinated travelers

                The Tourism Authority of Thailand (TAT) is proposing replacing the COVID-19 RT-PCR test requirement for vaccinated arrivals to Thailand to the Centre for COVID-19 Situation Administration (CCSA) at its meeting today (Friday), according to TAT Governor Yuthasak Supasorn.

                Convening for the 18th time this year, the CCSA will deliberate on adjusting COVID-19 measures as proposed by different government ministries and agencies, including the TAT, which is also reporting to the CCSA on tourism-related developments since Thailand’s reopening on November 1st .

                Apart from the decision on the COVID-19 test requirements, the CCSA is also expected to consider easing restrictions for “high-risk close contact” travellers, as their processing takes more than 6 hours and requires them to stay in a hotel for at least a day while waiting for the results.

                The CCSA will also decide whether alcohol can be served to guests in hotel restaurants and during which hours. Currently, eateries in only four provinces – Bangkok, Phuket, Krabi, and Phang-Nga – are allowed to serve alcoholic drinks.                       The Tourism Authority of Thailand (TAT) would like to provide an update on the new travel restrictions on arrivals from African countries as a precautionary measure to prevent the spread of the new coronavirus Omicron variant.

                      Thailand’s Ministry of Public Health has imposed restrictions on arrivals from Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, and Zimbabwe.

                      Effective from 28 November, 2021, arrivals from any of the eight countries who already have a pre-approved permit to enter Thailand will be allowed to enter, but all will be subject to a 14-day quarantine. However, from 1 December, 2021, arrivals from these countries will not be allowed. Meanwhile, entry registration has been closed from 27 November, 2021.

                      For travellers from other African countries, they will no longer be eligible to enter Thailand under the Sandbox programme. However, they will be allowed to enter Thailand under a 14-day quarantine requirement.                         • CAAT issues notice to airlines on strict entry policy

                          The Civil Aviation Authority of Thailand (CAAT) issued airlines with a special Notice to Airmen on the country’s latest entry policy on Tuesday.

                          CAAT ordered every airline to carefully check passenger documents and monitor the Covid-19 situation chiefly relating to the Omicron variant, while airlines must see that their passengers strictly follow the new measures.

                          The notice also highlighted guidelines for passengers to follow:

                          - Passengers who received a QR Code from the Thailand Pass system can enter Thailand under approved conditions.

                          - Passengers who have not received the QR Code will have to wait for approval. They can enter Thailand only after approval.

                          - New passengers cannot register to travel under the Test & Go and Sandbox schemes, which are temporarily on hold. However, these passengers can register under the Alternative Quarantine scheme or the Phuket Sandbox programme.

                            Tanee Sangrat, Director-General of the Department of Information and spokesperson of the Ministry of Foreign Affairs, shared the following important updates on entry into Thailand, due to the evolving situation of the Omicron variant.

                            Thailand Pass has been closed for all new Test and Go and Sandbox applications (except Phuket Sandbox), since 00.00 hrs. of December 22, 2021, until further notice.

                            The following new measures will apply for all applicants to Thailand Pass:

                            1. Applicants who have already received their Thailand Pass QR Code can enter Thailand under the scheme they have registered.

                            2. Applicants who have already registered, but have not yet received their QR Code must wait for their Thailand Pass to be considered/approved. Once approved, they can enter Thailand under the scheme they have registered.

                            3. New applicants will no longer be able to register for the Test and Go and Sandbox schemes (except for Phuket Sandbox). Thailand Pass will accept new applicants seeking to enter Thailand under the Alternative Quarantine (AQ) or Phuket Sandbox schemes only.

                            4. Passengers who will arrive in Thailand under the Test and Go and Sandbox schemes must now undergo a 2nd Covid-19 test using the RT-PCR technique (not ATK self-test) at government-designated facilities (no additional cost).

                            The spokesperson underlined that these updated measures are temporary, and being pursued in order to prevent the further spread of the latest new Covid-19 variant. The agencies involved will assess the situation closely and the Ministry of Foreign Affairs will share any additional updates as soon as possible.
