Really? Their website states (https://www.eta.homeaffairs.gov.au/ETAS3/etas): To apply for an ETA online through this website, you must hold a passport from one of the following countries or regions:
Brunei - Darussalam
Canada
Hong Kong (SAR PRC)
Japan
Malaysia
Singapore
Korea, Rep of (South)
United States
I only see two above out of eight (25%). The US and Canada. But as I stated before it was easy enough to receive (being a US citizen) a tourist visa. For now anyways. Years from now things might change.
