            • The government is considering seeking additional compensation for the remaining losses of the 142 billion baht rice pledging scheme from state officials and private sector people who were involved.

              The move came after the panel considering compensation, chaired by Manas Jamveha, director-general of the Comptroller-General's Department, ruled that former prime minister Yingluck Shinawatra must pay 35.7 billion baht for losses in the scheme which operated during her tenure.

              The government spokesman, Maj Gen Sansern Kaewkamnerd, said Deputy Prime Minister Wissanu Krea-ngam explained to the cabinet on Tuesday the compensation amount requested from Ms Yingluck accounts for only 20% of the 178.5 billion baht in losses.

              For the remaining 80% or 142.87 billion baht, further investigations would be needed to determine those responsible. An initial probe found a number of state officials and private operators were involved in more than 850 irregular cases in connection with the scheme covering 33 provinces. Those involved may be obligated to pay compensation if the probe finds that they are guilty.

              "In addition, further investigations will be conducted to find additional parties at the policy-maker level who may be responsible for the remaining damages," said Maj Gen Sansern.

              The cabinet assigned the Centre for National Anti-Corruption (CNAC) to bring together anti-graft and law enforcement agencies to investigate those involved with the offences.

              The agencies include the Public Sector Anti-Corruption Commission, the National Anti-Corruption Commission, the Anti-Money Laundering Office, the Department of Special Investigation and the Office of the Auditor-General.

              Prime Minister Prayut Chan-o-cha said after the cabinet meeting that state officials, ranging from high to mid-level officials, must be held responsible for the remaining 80% of the losses.

              For the case of Ms Yingluck he said Finance Minister Apisak Tantivorawong would have to sign the administrative order seeking compensation as the law does not require his authorisation, as he is the head of the committee probing the case.

              A government source said that under the Tort Liability by Officer Act, the liability ratio by state officials is clearly determined. In terms of damages, the policy-maker or highest commander is responsible for 20%, a committee which undertakes the project is responsible for 60% and the rest are the responsibility of officials at the operation level.

              This is the reason Ms Yingluck has to pay for 20% of the total losses, the source said.

              On Saturday, the committee pursuing civil liabilities against wrongdoers in the state sector announced Ms Yingluck was liable to pay compensation of 35.7 billion baht for her role in the scheme that led to huge losses during the 2013-14 rice crop.

                And if you think more than even a fraction of the money is gonna ever be collected, did you even finish primary school?
                And at what cost to the government (ie, taxpayer), in terms of resources and finances, in the futile collection efforts?
                At what cost to Thailand's foreign reputation, foreign investment, diplomatic standing? FDI doesn't go where there is no Rule of Law.
                And who's gonna pay for the fact that government finances have deteriorated alarmingly since the latest Coup d'etat?
                Generals? Well, if rumour serves true, at least they have the money. But where is it? It dwarves the rice scheme.
                Or perhaps, a trip to Singapore might be in order. Their banking sector is notoriously incorruptible.

                • Well, if Yingluck doesn't pay that fine she's off to the women's ward at the Bangkok Hilton.

                  The statue of limitations is about run out on this rice corruption scandal so those involved - all these corrupt pols in the Yingluck administration and the Taksin network which number at last count around 100 charming folks are going to jail and their property is going to be seized.
                  God, the panic within the Dems, MSM, and left must be horrifying...realizing that Joe is really the best they've got.

                          But she blithely carried on as if times hadn't changed and she's been caught with her panties in a wad.
                          The thing I like about this new non-corruption era in LOS is accountability...

                          Not to forget too the some 19 rice farmers who committed suicide over her corruption scheme...

                              A Thai political party ousted by a 2014 coup released a statement Thursday accusing the junta of tampering with judicial cases against party leadership.

                              The Pheu Thai party said that junta leader-cum-prime minister Prayuth Chan-ocha had given interviews to media that could lead and affect ongoing court cases.

                              "The party calls on General Prayuth to cease any actions that will cause officials to deviate from the normal law enforcement procedures," the statement said.

                              Pheu Thai and its former party leader Yingluck Shinawatra, an ex-prime minister overthrown in 2014, are facing criminal charges for negligence leading to corruption within a loss-ridden rice subsidy scheme -- which is said to have resulted in huge losses of public money and led to large-scale corruption.

                              The 49-year-old is accused of failing to stop the scheme, which bought rice from farmers at 40-50 percent above the market price.

                              Yingluck is also facing civil charges ordered by the military government which could see her pay up to 35 million baht ($1 million) for losses accrued from the failed subsidy plan.

                                A FORMER DEMOCRAT MP yesterday said he would submit information to the National Anti-Corruption Commission today about alleged water mismanagement by the Yingluck government that was partly to blame for the 2011 flood disaster.

                                Atthawit Suwannapakdee said he had information and statistics from the period before the House dissolution in May 2011, which showed water storage levels in major dams were relatively normal.

                                He said after the Yingluck government took office, concerned agencies were allegedly instructed to hold water in the dams despite the prospect of Thailand being hit by intense depression and storms.

                                That resulted in excessive storage of water in the dams, which was later discharged, and was partly to blame for the severe flooding in 2011.

                                Atthawit viewed this as water mismanagement, and speculated that the decision not to reduce the dam water levels was linked to the government's rice |policy.
