You can set the time offset in the software. Usually the server will be set to GMT, however most people here want to see that +7 offset I do believe.

9.23am? , it's put your post up at 10.23am.

So the server is + 1 hour on you

Earlier the server was set to GMT+1 and later was set to GMT+7.

Now it's back to GMT+1.

It still shows 9.23 for me, which as stated wasn't my time of posting, it was 11.23 am here.
